Codes and Standards
Rules define the minimun (The worst building you can legally build)
Provides some trade-offs between building elements and systems
Limits the trade-offs to prevent loopholes for bad design
Incentives (Rating Systems)
Rules encourage more ( how much better your building is than the standard practice)
Base case should reflect common practice, not necessarily code minimum
Trade-offs should be provided for all innovative measures that are installed
