Overview of Bird Dog Procedures
Context: Implemented during increased FPCONs (Force Protection Conditions) and/or base lockdowns, specifically when aircrew recalls are initiated.
Code Word: "Bird Dog" serves as the codeword for expedited entry at installation gates for personnel.
Initiation of Bird Dog Procedures
Authorized Units:
Procedures will be initiated by the following units:
1st Helicopter Squadron (1 HS)
99th Airlift Squadron (99 AS)
89th Air Wing (89 AW)
89th Operations Group (89 OG)
316th Operations Group (316 OG)
121 Fighter Squadron (121 FS) within the 113th Wing (113 WG)
459th Air Refueling Wing (459 ARW)
201st Airlift Squadron (201 AS) within the 113th Wing (113 WG)
These units will initiate the procedures through the Andrews Regional Command Post (ARCP).
BDOC Roles and Responsibilities
BDOC (Base Defense Operations Center) is responsible for identifying key factors related to the implementation of Bird Dog Procedures:
Reason for Implementation: Documenting why procedures were initiated.
Point of Entry: Determining the entry point, particularly if it's not the North Gate.
Personnel Count: Estimating the number of personnel expected for entry.
Password Creation: Developing and providing a password to all Installation Access Control Points (IACPs).
Timeframe: Indicating the approximate duration of expedited entry, typically set to 2 hours.
Gate Operations
Primary Entry Point: The North Gate will be utilized as the primary gate for expedited entry into the installation.
Alternate Gate: BDOC can determine if an alternate gate needs to be used based on traffic patterns.
Password Protocol
Passwords:
BDOC communicates the password to the initiating unit.
Responding personnel must relay the password to the IAC.
The IAC checks the driver's identification upon receiving the correct password.
Expedited Entry Denial: No entry is permitted to personnel who provide an incorrect password.
Timeframe for Entry
Two-hour Timeframe: Once the "Bird Dog" code word is received, all alert aircrew must enter the installation within a two-hour timeframe.
Post-Timeframe: After this period, normal entry procedures will revert to standard protocols.
EC (Entry Control) Responsibilities
Notification:
EC must notify BDOC once the gate is open or confirm its status if it is already open.
Password Management:
Receive the password and verify the base identification of all recalled personnel.
Immediate Entry:
Allow immediate entry if the proper password is received and the individual is authorized on base.
Completion Notification:
Notify BDOC once all expected personnel have been granted expedited entry.
Gate Closure:
Close the gate after all personnel have been granted access or at the expiration of the two-hour timeframe.
