Course Hours & Curriculum

  • Total course: 10001000 hours minimum (practical + technical)

  • Cosmetology breakdown:

    • Health & Safety: 100100 h (hazardous substances, prevention of diseases)

    • Disinfection & Sanitation: 100100 h (equipment procedures)

    • Chemical Hair Services: 200200 h (color, straightening, waving, tests)

    • Hairstyling Services: 200200 h (arranging, shampooing, cutting, non-chemical straighten)

    • Skin Care Services: 150150 h (facials, massage, non-ablative treatments)

    • Hair Removal & Lash/Brow: 5050 h (wax, tweezers, tint, perm lashes/brows)

    • Manicure & Pedicure: 100100 h (manicures, massage, artificial nails)

Transfer of Credit

  • Hour-for-hour credit if prior instruction hours are identical in duration & content and granted per rules.

School Equipment (Minimum)

  • Skin care electrical devices, mannequins, time clock/scanner, shampoo bowls, dryers, facial chairs, manicure stations, thermal straighteners, combs & stoves, electric & non-electric curling irons (≥2 sizes), styling/barber chairs.

Work on Paying Patrons

  • Freshman period: first 10%10\% of course hours; no paid work allowed until completed.

  • Student may only perform a paid service after completing its specific technical instruction & practical training.

Licenses

  • Types: barber, cosmetologist, esthetician, manicurist, electrologist, apprentice.

  • Must display license with photo; no temporary licenses issued.

Grounds for Disciplinary Action (Key Points)

  • Unprofessional conduct: incompetence, repeated negligence, false advertising.

  • Criminal conviction substantially related to practice.

  • Health & safety, establishment rule violations, infectious practice, substance abuse.

  • Fraudulent misrepresentation, failure to display license, off-site paid services without exception, obstructing inspection, refusal to surrender mistaken license.

  • Violation = misdemeanor unless otherwise specified.

Administrative Fines & Citations

  • Board may fine for any chapter/rule violation.

  • Fine may target establishment, individual, or both based on severity & repeat history.

  • Remedial education program offered for first health & safety offense (fee allowed).

  • Citation must state violation; fines attach immediately; payment plans allowed for >500500.

  • First violation in 33-yr window may avoid fine with proof of correction.

Immediate License Suspension (Manicure/Pedicure)

  • Dirty foot spas/tubs, debris under parts, inadequate disinfectants.

  • Missing cleaning logs, repeated violations, unclean implements.

License Expiration & Renewal

  • Issued for 22 years; expire midnight last day of issue month.

  • May renew within 55 years after expiration (fees + penalties).

  • After 55 years: license canceled; must re-apply & re-examine.

  • Suspended license must still be renewed but grants no practice until reinstated.

  • Revoked license cannot be renewed; reinstatement requires fee equal to current renewal.

Fees (Cosmetologist)

  • Application/exam: actual board cost.

  • Initial license ≤ $50\$50.

  • Renewal ≤ $50\$50.

  • Duplicate license: $10\$10.

License Denial

  • Board may deny if, within preceding 77 years, applicant:

    1. Convicted of substantially related crime, or currently incarcerated/recently released.

    2. Disciplined by another board for related professional misconduct (unless conviction later dismissed).

  • Crime “substantially related” factors: nature/gravity, time elapsed, duties of profession.

  • Applicant must be notified in writing if denial based on conviction history.

Personal Service Permit (PSP)

Eligibility

  • Valid CA license ≥ 22 consecutive years or equivalent out-of-state.

  • Live Scan fingerprints.

  • Pay application fee.

  • Liability insurance ≥ $1,000,000\$1{,}000{,}000.

Permitted Off-Site Services

  1. Shampooing.

  2. Haircutting, styling, arranging, curling, waving (no chemical wave/relax/dye).

  3. Applying hair tonics.

  4. Applying powders/clays/oils to scalp, face, neck.

  5. Manual face/neck cleansing & massage (no chemical/tool exfoliation).

  6. Tweezing hair removal.

  7. Makeup or strip lashes.

  8. Nail buffing/filing (non-electric).

  9. Nail polish application/removal.

Compliance

  • Prefer disposable tools; follow all applicable laws.

  • After service: give consumer notice, secure signed receipt (name, contact, services), provide copy, retain for 55 years; produce upon board request.

  • Failure to produce receipt/notice = discipline.
