Timeline of Architecture Practice in the Philippines
History of Architectural Organizations
1902: Establishment of the Academia de Arquitectura y Agrimensura de Filipinas.
1st President: Guillermo Gardiner
1921: National Assembly enacts the 1st Engineers and Architects Law Act No. 2985, formalizing the registration of master builders as architects.
1933: Formation of the Philippine Architects Society (PAS) which adopted a code of ethics and standardized fees.
1945 (Sept. 2): PAS transitions to the Philippine Institute of Architects (PIA).
1950: Creation of the League of Philippine Architects; implementation of AR 545.
1958: Establishment of the Association of Philippine Government Architects (APGA).
1973: Creation of the Professional Regulation Commission (PRC); negotiations among APGA, LPA, and PIA.
1974: Constitution and by-laws approved by the three organizations.
1975: Establishment of the United Architects of the Philippines (UAP).
Philippine Institute of Architects (PIA)
Origin traced back to the Academia de Ingeniera, Arquitectura y Agrimensura de Filipinas, founded to support Filipino Maestro de Obras.
Co-founded by Carlos Alejandro Barretto et al. in 1903.
Last serving president noted as Tomas Arguelles.
Code of Ethics and Professional Fees
1933: Adoption of the first document, "Relation of Charges and Rules Relative to Professional Fees" by PAS.
1941: Second edition released.
Role of Philippine Architects Society (PAS)
First architectural association in the Philippines, with significant milestones in 1941.
1936: American architect William E. Parsons advised PAS.
1941: Pablo Antonio becomes president during the first PAS Convention in Manila.
Honorary Membership Award presented to Pres. Manuel L. Quezon.
Establishing the School of Design and Arts
1941: PAS establishes the School of Design and Arts in Manila for architect training.
The school was closed during WWII and did not reopen.
PAS activities paused from 1942-1945 due to the war.
Codes and Regulations
1946: Upon renaming to Philippine Institute of Architects (PIA), a new Code of Ethics published and amended by 1950.
June 17, 1950: Republic Act No. 545 enacted to regulate architecture practice.
Nov. 25, 1960: Publication of “National Code of Architect’s Services and Fees in the Philippines” after re-evaluation of the Code of Ethics.
Oct. 23, 1965: Approval of the "Architect’s National Code" by PIA, LPA, and APGA.
Overview of the United Architects of the Philippines (UAP)
Formed as a culmination of earlier organizations like PIA and LPA (1950, 1958).
