• Provisions of Act apply to special-purpose 3-wheel battery vehicles ≤4 kW, with rule-based technical specs.
- S-3 Necessity for driving licence – No person may drive in public place without effective licence; additional authority needed for transport vehicles.
- S-4 Age limits – 18 yrs general, 16 yrs for gearless ≤50 cc, 20 yrs for transport vehicles.

• Court may tie validity to fresh driving test. - S-21 Suspension for fatal/grievous accident after previous dangerous-driving conviction – automatic 6 months.

CHAPTER IV – REGISTRATION OF MOTOR VEHICLES (Ss. 39-65)
- S-39 Necessity – No drive or permit driving without registration mark.

CHAPTER V – CONTROL OF TRANSPORT VEHICLES (Ss. 66-96)

CHAPTER VI – STATE TRANSPORT UNDERTAKINGS (Ss. 97-108)

- Road restriction (S-115) – bridge, roads, weight classes.

CHAPTER X – LIABILITY WITHOUT FAULT
- S-140 No-fault compensation
• Death: ₹50,000; Permanent disablement: ₹25,000.
• Strict liability; no negligence proof; no reduction for contributory fault. - S-161 Hit-and-Run
• Compensation: Death ₹25,000; Grievous hurt ₹12,500.
• Fund by GIC & insurers; Scheme under S-163. - S-163A Structured formula compensation – Second Schedule matrix (income, age multipliers) with notional income ₹15,000/yr for non-earners, minimum ₹50,000; option to choose either S-140/163A or fault claim.
CHAPTER XI – THIRD PARTY INSURANCE (Ss. 145-164)
- Mandatory policy (S-146) – Every vehicle in public place must carry policy meeting S-147; hazardous goods also need Public Liability Policy.
- Policy requirements (S-147) – Cover unlimited personal liability & property damage up to ₹6,000 (can be increased). Drivers, conductors workman’s comp.
- Insurer duties (S-149) – Must satisfy judgments even if policy void, subject to specified defences (breach of specified conditions, no permit, fake licence etc.).
- Transfer of policy with vehicle (S-157).

CHAPTER XII – CLAIMS TRIBUNALS (Ss. 165-176)
- State Govt. may constitute MACT; members: HC Judge/District Judge or qualified.
- Application (S-166) within jurisdiction of accident/claimant/defendant; multiple legal representatives impleaded.
- Award (S-168) – just compensation; deposit within 30 days; interest (S-171).
- Appeal to High Court within 90 days with deposit 25 k or 50 % (S-173).
- Recovery as land revenue (S-174).

CHAPTER XIII – OFFENCES & PENALTIES

• S-192 Using unregistered vehicle: first ₹5,000 (≥₹2,000), repeat jail 1 yr/₹10,000.

CHAPTER XIV – MISCELLANEOUS (Ss. 211-217A)
- Fees (S-211) – Rules may levy for services; exemptions possible.
