ICSI EOI for Empanelment of Production Agencies

The Institute of Company Secretaries of India (ICSI) is seeking to empanel a maximum of 5 production agencies/producers for creating high-quality films, documentaries, TVCs, and radio jingles.

  • EOI Date: May 14, 2025

  • EOI Document Fee: Rs. 236236 (non-refundable, includes 18% GST).

  • EMD Amount: Rs. 50,00050,000 (for qualified/shortlisted bidders, submitted with financial bid).

  • Submission Deadline: June 05, 2025, by 2:00 PM.

  • EOI Opening: June 05, 2025, at 3:00 PM.

  • EOI Validity: 180 days.

How to Apply

Interested agencies should submit their EOI with credentials in sealed envelopes. The envelope should be labeled as "EOI FOR EMPANELMENT OF AGENCIES/ PRODUCERS FOR PRODUCTION OF HIGH-QUALITY FILM/DOCUMENTARY/TVC/RADIO JINGLE dated May 14, 2025."

The EOI should be addressed to The Secretary, The ICSI. It should be sent via registered post/speed post/courier or dropped in the tender box at ICSI's Noida office.

Obtaining the EOI Document

The EOI document can be obtained from May 14, 2025, to June 05, 2025 (till 01.00 PM) during ICSI-HQ working days, upon payment of Rs. 236236 (non-refundable) in cash or via demand draft. It can also be downloaded from www.icsi.edu or https://eprocure.gov.in/epublish/app, but a demand draft of Rs. 236236 is required with the submission.

EOI Submission Requirements

  • Two separate sealed envelopes:

    • Envelope 1: EOI document fee (marked "No.1 - EOI document Fee").

    • Envelope 2: Signed EOI document, annexures, and requisite documents (marked "No. 2 - EOI Documents").

  • Both envelopes placed in a main sealed envelope (Envelope No. 3).

Eligibility Criteria

Production agencies/producers should have:

  • At least 3 years' experience in film/documentary/TVC/radio jingle production and editing.

  • Submitted a brief profile (Annexure "A").

  • Submitted ITR of the last three assessment years (2023-24, 2022-23 & 2021-22).

  • Submitted copies of PAN and valid GST certificate.

  • Submitted undertaking of willingness for production on agreed rates/commercial rates.

  • Submitted signed and sealed copy on each page of the EOI document.

  • Submitted acceptance form on Bidder's business letterhead (Annexure "C").

  • Declaration of not being blacklisted by any organization.

Empanelment Process

  1. Shortlisting based on eligibility criteria.

  2. Presentation by shortlisted agencies (evaluated on script, profile, creativity, and presentation).

  3. Top 10 bidders based on presentation scores will be invited to submit commercial bids (Annexure "D").

Scope of Work

  • Production of video spots/documentaries/films.

  • Production of radio spots, jingles, sponsored radio programs.

  • Editing/modification of audio-video production.

  • Adaptation/modification of language versions and content.

Key Terms & Conditions

  • Empanelment is for three years, extendable by two years.

  • ICSI can drop agencies from the empaneled list without assigning reason.

  • AV/Commercials become ICSI property upon selection.

  • ICSI reserves the right to modify artwork/concept, etc.

  • Empaneled agencies must ensure copyright permissions.

  • Payments are typically made within 45 days after completion.

  • ICSI may employ outside agencies.

  • Performance will be regularly reviewed.

  • No sub-agencies or empanelment transfers allowed.

  • ICSI does not guarantee minimum business.

  • Agencies must respond to urgent demands at short notice.

  • Penalties may be imposed for negligence.

Legal and Financial

  • The EMD of the successful bidder can either be converted as part of the performance security on request of the bidder or will be refunded after receipt of Performance Guarantee/Security.

  • Disputes are subject to arbitration.

  • The successful agency has to submit the security deposit /performance guarantee from scheduled bank of equivalent amount of 5% of the contract value.
