The Judicial Process (High-Level Flow)

Personnel Authorized to Commit
- Authorized: Municipal, County, State & Federal LEOs; Military Police; Magistrates & City Judges; Magistrate’s Constables; Correctional & Court officials; Bail bondsmen (only for recommit with judicial approval).
- Not Authorized: Private investigators, security guards, private citizens, or uncertified state constables.
Pre-Detention Checklist & Intake Prerequisites
- All commitments/releases stamped with precise date & time of receipt.
- Commitment must show: Judge signature, detainee name, charge, case #, warrant #, bond amount (or “No Bond”), date.
- Arresting officer supplies Pre-Detention Checklist containing: detainee’s identity data, fingerprint status, medical disclosures, money inventory (inmate/LEO initials), arresting agency & timestamp.
- Assaultive offenses require Victim Notification Form—obtain immediately if missing.
- Search inmate by exact commitment name.
- If match → enter 1 to pull prior pack; system auto-prints computerized pack.
- If no record → F3 then F12 for fresh adult screen.
- Verify DOB & name against checklist; never assume old data are correct.
Mandatory Data Fields (use F4/F2 help)
- Name, DOB, Race, Gender, POB, Height/Weight, SSN, Hair/Eyes.
- Jail ID (bag chit tag), Pack #, Search Officer ID, Records Clerk ID, Booking ORI, Arresting Officer, Cash amount, Next of Kin, Education, Insurance, Attorney, Ten-Finger Roll flag, “Booked In Absence” flag.
- Victim Notification (Y/N) triggers victim screen for address, case #.
Money Handling
- Physically count cash, compare to checklist, enter exact figure.
- Cash <(1.00) still entered.
- Wet/contaminated money: wrap, bag, label, store with valuables; note in red on Property Record.
Inmates Wearing Electronic Anklets
- Cut HIP anklet, copy booking sheet, drop both in Program Staff mailbox.
- Place “HIP” hold; never release until HIP officer provides bench warrant.
- Document in daily log.
- Non-HIP agency monitors: cut, notify agency ASAP, place in mailbox.
- Probation & Parole weekend/holiday release: may hand monitor back; note interruption.
- Federal inmates stay until USM-41 cleared.
- Call Records (5265) with name, DOB, Pack # for handwritten pack or “no pack” cover sheet.
- Always print new computerized pack locally (Menu 4 → Pack # → Option 6 to print).
- If wrong pack assigned, perform Pack Conversion (supervisor only) then void old pack.
“Booked in Absence” (BIA)
- Use when inmate too intoxicated/unruly.
- On booking screen: Booked in Absence = Y; inmate Type auto-sets “B”.
- House only in booking cells; post separation sheet & white medical armband.
- Once cooperative: complete questions, update height/weight, change Type to “N”.
Ten-Finger Roll / Positive ID Holds
- If judge/agency requests Ten-Finger confirmation, answer “Y”; segregate until ID verified.
- Only a judge may cancel the hold after prints confirm.
Juvenile Status Change (<17 → 17)
- Transfer to Intake, issue adult pack, run pack conversion, complete full classification, rehouse, reprint armband, fingerprint/photo, move all property to adult property room.
- Use complete sentences; never update original screen—add notes in “Comments”.
- Immediately alert clinic for: insulin-dependent diabetics, chest pain, suicidal ideation, psychosis, ER visits.
- Suicidal inmates: suicide smock, 15-minute watch, holding cell, orange + white armband.

Regular Visitor & Property Authorization
- Inmate lists up to 3 visitors; if none, enter “States/None”. List change every 30 days.
- May designate 1 person for property pick-up.
Classification & Custody Maintenance (Menu 65 → 1)
Search Classification
- Sentenced status (auto). 2. Current weapons/drugs/contraband charges? 3. Prior weapons/drugs? 4. Clear suspicion of contraband? 5. Override explanation.
- Output: FS (frisk) or SS (strip).
Custody Level
- Prior assaultive offenses? 2. ≥3 felonies in past 5 yrs? 3. Prior escape? 4. Holds/detainers? (auto).
- Computer gives level; override requires written rationale.
Computer Flags
- ESC, CAO (current assaultive), KIBP (prior behavior), M/F (charge grade).
- System lists cells meeting custody & open beds; select with 1, state reason (“Initial classification”).
NCIC Hits (Automatic Prints)
- Any hit halts release until validated. 2. Confirm ID (fingerprints). 3. Attach hit printout to folder. 4. Local agency: direct call; remote: contact Teletype 271−5349 then follow 10-minute rule (three attempts → phone). 5. Note actions in Comments; mark “NCIC HIT ATTACHED” in red.
Active Warrants Check
- System auto-lists active warrants post-booking; red text = active. Use 90 to view. Verify & call issuing agency; document contact; must resolve before release.
Movement Sheet (“Flow”)
- Every intake logged: circle B for book, R for release, running total adjusted each entry.
Folder Assembly & Armbands
- Left side: Pre-Detention, commitments, cover sheet. Right: NCIC/Rap, sentences, detainers, releases, Inmate Issue Card, ID Form 902.
- Temporary orange armband: last, first, middle initial, ID #, housing, search type. Add white band for pending medical review. Permanent bar-code band placed by ID.
Critical Inmate Separation Alerts
- System pop-up warns for past suicide or severe behavior. Manage on 15-minute watch (suicide) or Admin Sep (behavior) until cleared.
Holds Maintenance (Menu CH → Holds)
- Enter agency + specific charge + warrant/case #. Only teletype holds accepted; no verbal/fax. Remove holds by entering Hold-Off date.
Charge Maintenance Quick Codes
- 7 RelRcvd, 11 RRAprv, 13 RRDeny, 15 RRCmpl, 17 RRTrans, 19 RRUndo, 20 RRChg, 9 Detainer flag.
Sentence Computation (Basics)
- Determine total length (concurrent vs consecutive). 2. Credit prior & current jail time + earned Good Time (GT) and/or Work Credits (WC). 3. Predict future GT/WC ( 31 vs 21 rules). 4. Compute release date, record in Estimated Release Date field.
- GT =21× days served; GT+WC =1× even days or n−1 for odd.
Release Processing Workflow
- Identify who has authority (court + judge type). 2. Types of release: Surety, Cash, PR bond, Time Served, No Bill, Nol Pros, Dismissal, Not Guilty, Release to Custody (PCI, other agency). 3. Enter 7 (received) then 11 (approved) per charge; if Time Served enter 15.
- Victim notification: minimum 4 calls within 2 hrs; stamp & document.
- Compute out-height/weight, release reason, releasing officers (P/C/S). Annotate circled “R” + date + initials on armband.
- Money: community releases get up to $25 cash, rest by check; custody transfers all check.
Positive Identification (Mismatch Correction)
- Upon confirmation inmate is “someone else,” supervisors must: perform Pack Conversion, reclassify, update all data, rerun armband, ensure correct commitments are secured within 8 hrs (GCSO) or via agency chain for others.
Counts & Daily Count Sheet
- Regular counts at 0700, 1500, 2300. Use Reports 50-2-5 (Books/Releases by Shift) and Count Screen 21.
- Cross-check: (Prior shift body count + books – releases) – sign-outs = current body count.
- Resolve mismatches via flow sheet audit, sign-out verification, physical recounts, day-reporter logs.
