Independence of Border Governors

Federal Reserve System Overview

  • Chairperson Presentation: The chairperson of the Federal Reserve System regularly presents before Congress to report on monetary policy actions taken, rather than requesting permission.

  • Purpose of Presentation: The intention behind these presentations is to inform fiscal policymakers of the decisions made, the reasons for those decisions, and the economic rationale behind them.

Monetary Policy Challenges

  • Economic Contraction: At times, the Federal Reserve may implement actions that contract the economy, which may appear counterproductive.

  • Necessity of Authority: The Federal Reserve must possess the authority and tools to execute such contraction when deemed necessary for overall economic health.

Composition of the Federal Reserve System

  • Board of Governors: Discussion of the board's composition and functions. Includes oversight of 12 district reserve branch banks that serve as the central bank for commercial banks in those districts.

    • Loan Mechanism: Individual commercial banks can borrow from district reserve banks when needed.

    • Discount Rate: The interest rate charged to member banks is termed the discount rate.

  • Functions of District Banks: Besides lending, district reserve banks facilitate the clearing process for checks and other transactions.

Federal Open Market Committee (FOMC)

  • Composition of FOMC: The FOMC includes seven members of the Board of Governors and the president of the New York District Reserve branch bank, along with four rotating district reserve bank presidents.

    • Voting Members: FOMC meetings involve 19 participants (12 voting members plus others), but only 12 cast votes to determine monetary policy.

    • Member Rotation: Every year, four of the district reserve bank presidents
