    Italians only needed to give men when needed for wars (no taxes, no prefects), pretty good deal for awhile

    Costs of not being roman outweigh the benefits of not being one, as everything that was happening to the Romans was happening to the Italians

    they did not get to vote, they were subjected to arbitrary abuse by magistrates

    They want to be citizens; unites the rich/poor Romans to not allow this

Creates populas poltics; Politicians go out and promise reforms to better society; however no altruism in politics

Senate hate this and reject this; hate change and hate that rivals could be popular

Leads to confrontational poltics, nothing happens, senate dont care and targeted their rivals 33:30

Nothing illegal happens just breaches in mos minora
