Section 2.17: Association Policies
2.17.1 General Association with Inmates
Prohibition of Relationships:
Employees are prohibited from establishing any personal or social relationship with inmates or individuals in custody.
Exceptions are made only if the relationship is necessary to fulfill official duties.
This policy is compliant with CALEA-C 3.6.1 and CALEA 26.1.1.
2.17.2 Association with Felons
Restrictions on Relationships:
Employees must refrain from forming any business relationships or associations with individuals they reasonably suspect are engaged in or planning to commit felonies.
An exception exists for deputies engaged in specific undercover operations, requiring prior approval from their supervisor, the Sheriff, or a designated official.
2.17.3 Association with Dissident or Subversive Groups
Prohibition of Associations:
Employees are not permitted to associate with persons or organizations known or believed to be engaged in criminal or discriminatory activities.
This includes groups or individuals that advocate or foster hatred, oppression, or persecution against any person or group.
2.17.4 Frequenting Undesirable Establishments
Visiting Prohibited Locations:
Employees must not knowingly enter or frequent establishments such as:
Houses of prostitution
Illegal or unauthorized gambling houses
Any places violating Broward County ordinances or Florida Statutes
Exceptions apply only for actions performed in the line of duty.
2.17.5 Visiting Bars/Lounges While On Duty
Restrictions on On-Duty Visits:
On-duty employees are barred from entering any establishment primarily dedicated to the sale of alcoholic beverages for consumption on the premises unless it is part of their official duties.
2.17.6 Political Activity and Financial Guidelines
Political Involvement:
Employees retain the right to:
Hold membership in or support any political party.
Vote according to their personal choice.
Attendance at political events or activities must be done in a way that does not appear to represent official BSO (Broward Sheriff's Office) policy.
Use of Federal Monies: - Employees, including those working in federally assisted programs, are prohibited from using any federal funds received by BSO for partisan political purposes.
2.17.7 Job Actions
Prohibition on Work Stoppages:
Employees are not permitted to:
Authorize, instigate, condone, excuse, ratify, support, or acquiesce in any forms of work stoppage such as strikes, slowdowns, or picketing.
Such actions must not interfere with the efficient operation of BSO affairs.
