Meaning of a Driver

A driver is anyone who operates or attempts to operate a motor vehicle, has completed driving training, passed the road safety test, and possesses a valid driver's license.

Qualities of a Driver

  1. Driving Ability: Skilled in vehicle operation and control, with good route knowledge.

  2. Knowledge of Traffic Laws: Well-versed in traffic safety laws, the Traffic Code, and road signs.

  3. Cleanliness: Maintains personal and vehicle cleanliness.

  4. Completion of Driving Training: Completed driving training from a government-recognized institution.

  5. Valid License: Possesses a valid driver's license and necessary permits.

  6. Integrity and Consideration: Ethical and considerate of other road users.

  7. Defensive Driving: Practices defensive driving techniques.

Qualities of a Person Who Wants to Learn to Drive

a) Citizen of Tanzania or a foreigner with a residence permit.
b) At least 18 years old for cars, 16 years old for motorcycles.
c) Of sound mind.
d) No physical disabilities affecting driving ability (vision, limbs, cognitive ability).

Types of Reckless Drivers

  1. Snake Driver: Swerves and does not stay in one lane.

  2. Hedgehog Driver: Drives over potholes without avoiding them.

Driver's Responsibilities

  1. Control of the Vehicle: Responsible for owning and controlling the vehicle.

  2. Compliance with Road Signs and Laws: Respects and follows all traffic signs, laws, and regulations.

  3. Knowledge of the Vehicle: Understands the vehicle's size and limitations.

  4. Vehicle Inspection: Inspects the vehicle before every trip, checking the interior, exterior, and under the hood.

Three Key Areas to Inspect in a Vehicle Before Starting a journey:

i. Exterior Inspection

*   **Tires:** Check air pressure using a pressure gauge, ensure correct pressure as recommended in the vehicle's manual. Look for cuts, bulges, or punctures. Check for excessive wear.

*   **Mirrors:** Ensure that all mirrors are intact, clean, and properly adjusted for optimal visibility.
*   **Windshield and Wipers:** Check for cracks or chips. Ensure that the wiper blades are in good condition and the windshield washer system is working.
*   **Seats and Seatbelts:** Adjust the driver's seat to ensure a comfortable and safe driving position. Ensure that the seatbelt is operational and in good condition, without frays or damage.
*   **Pedals:** Check accelerator, brake, and clutch pedals for wear or obstruction. Ensure they move freely and provide the proper response when pressed.
*   **Brakes:** Test the brake pedal to ensure it does not feel spongy or soft. Listen for unusual noises when you apply the brakes, such as squealing or grinding.
*   **Dashboard Warning Lights:** Ensure there are no warning lights illuminated on the dashboard before starting the engine.

iii. Bonnet inspection (Under-the-Hood Inspection)

*   **Engine Oil:** Check the oil level using the dipstick. If the oil appears dark and thick, it may need to be replaced.
*   **Coolant (Antifreeze):** Check the coolant level in the radiator or coolant reservoir. Ensure that the coolant is at the proper level and that there are no signs of leaks.
*   **Brake Fluid:** Check the brake fluid level and ensure that it is within the recommended range.
*   **Battery:** Inspect the vehicle's battery for any corrosion or leakage around the terminals. Ensure that the battery is properly secured and that the terminals are tightly connected.
*   **Fan Belt and Other Belts:** Check the fan belt and other belts under the hood to ensure they are tight and in good condition.

Road Signs and Road Safety Laws

Road signs are symbols, drawings, and signs on the road that provide drivers/road users with basic information while on the road. The purpose of these signs is to maintain and keep good order on the road. If these signs are used properly, they will help the driver to avoid accidents caused by motor faults, road environment, and negligence or mistakes of other road users.

When a driver sees any sign, he has to slow down to get the message given by the sign, regardless of whether he passes by that area regularly.

Characteristics of Road Signs

i. Aim to eliminate conflicts between road users of all classes
ii. Aim to increase the efficiency of the road network
iv. Comply with international and national road safety laws
v. Provide a message that is clear and easily understood by every road user
vi. They should have a nationally uniform structure that is consistent with the international consensus on basic grades
vii. They should be placed where they must be, so that they give the right message to road users
viii. They should be placed at the required distance from the relevant part
ix. They should be regularly maintained

Advantages of Road Signs

i. They help to describe the condition of the road such as steepness, sharp slope, sharp corner
ii. It helps protect and care for other road users such as pedestrians, animals, cyclists
iii. Helps reduce/prevent road accidents
iv. It helps to warn the driver against the danger ahead and to ask the driver to be careful while on the road
v. It helps to provide information about the services available on the side of the road, for example: - maintenance, food, treatment, accommodation, communication
vi. It helps give direction and direct the driver to where he is going

1. Warning Signs

These signs warn drivers and other road users about existing or potential dangers ahead, requiring them to slow down. Typically triangular with a white/yellow background, red border, and black symbol, these signs are positioned on the left side of the road, 100-200m before the dangerous part.

2. Regulatory Signs

Regulatory signs are divided into 3 subcategories/elements (3):

  • Mandatory/commanding signs

  • Prohibitory signs

  • Priority signs

i. Mandatory/commanding signs

Used to force road users toward certain directions or paths, guiding pedestrians and cyclists. Circular with a blue background, white border, and white symbol.

ii. Prohibitory signs

Show road users areas where certain actions are prohibited, as indicated on the sign. Circular with a white/yellow background, red border, and black drawing.

iii. Priority signs

Give priority to other drivers/road users at crossroads with potential conflicts. Shapes vary depending on the message.

3. Information and Direction Signs

These signs inform drivers and other road users about roads, important places, and locations offering essential services. They also indicate directions to different places, including city names and road classifications. The shapes of information and direction signs are quadrilateral (square or rectangular). Most information signs have a blue background with white symbols, although some signs use different colors depending on the message they convey.

4. Additional Signs

Used with primary signs to enhance and clarify the message conveyed by the main sign. For example, if a primary sign indicates a parking area, a supplementary sign may be placed alongside it to specify the designated section for parking.

5. Road Markings, Traffic Lights, and Road Surface
  • Warning Signs: Used to help drivers and other road users spot potential obstacles on the road, on the roadside, or along the road at a long distance. These signs are typically yellow and black in color. Example:

Road Safety Laws

Road safety laws are outlined in the Road Traffic Act No. 30 of 1973 and its amendments. Their purpose is to eliminate road conflicts among road users, set safety standards for vehicles and manufacturers, and ensure road safety. Traffic police officers enforce these laws, and non-compliance results in penalties. Key laws include:

  • Driving License: Required for operating any motor vehicle, obtained after training at a registered school, meeting medical requirements, and passing a driving test.

  • Unroadworthy Vehicles: Vehicles must be in good condition. Mechanics failing to repair vehicles properly may face charges. Drivers must remove broken-down vehicles and place warning signs.

  • Overtaking and Being Overtaken: Overtaking is allowed on the right unless the vehicle ahead is turning right. Drivers must ensure no other vehicle is overtaking, and the maneuver does not inconvenience others. Overtaking is prohibited on hills, bends, or areas with poor visibility.

  • Road Use: Drivers must use the carriageway and keep to the left, avoiding pedestrian paths. Turn signals are required for changing direction. Public transport vehicles have priority.

  • Pedestrian Crossings: Drivers must stop for pedestrians at controlled crossings. Overtaking a vehicle stopped at a crossing is forbidden.

  • Parking and Stopping: Prohibited against traffic signs, on crossings, near railway tracks, excavation sites, tunnels, bridges, hills, bends, or in taxi-only zones.

  • Traffic Signals: Drivers must signal turns, use hazard lights for sudden stops, and give signals early.

  • Vehicle Lights: Headlights are required at night, with two white front lights and two red rear lights.

  • Speed Limits: Maximum speed in residential areas is 50 km/h, with limits set by road engineers outside these areas. Vehicles over 3,500 kg must not exceed 80 km/h.

Key components of defensive driving include awareness, foresight, and responsible decision-making. Drivers must constantly scan their surroundings, identify potential hazards, predict the actions of other road users, make informed decisions, and execute appropriate actions to avoid collisions.

Defensive driving aims to prevent all avoidable accidents, even those caused by the mistakes of other road users or unfavorable conditions. An avoidable accident is one where the person involved did not make any effort within their ability to prevent it.
