Henry III 

Henry III succeded to his father John Lackland in 1216, when he was only nine so Simon De Monfort became regent and created a Great Council formed by noblemen, clergymen, knights and the middle class men. The meetings of the Great Council were called parliaments and the Great Council was divided in the House of Lords and the House of Commons. Even though there were two factions in the meetings only the House of Lords was summoned often. The king collaborated with the Council to make decisions on reforms, taxes and other important decisions so this is the first “democracy” in History.
