  • some progress, esp in that AACR now on the political agenda

  • opposition in key areas (eg Congress) remains strong

  • much else on the political agenda

  • growing confidence of NAACP in, for eg, legal challenges

president eisenhower:

  • saw himself as a ‘foreign policy president’ n was not keen to get involved in AACR

    • aacr as politically complex/not a route to popularity

    • believed that it wasn’t the role of the FedGovt to venture into states’ rights

  • was eventually compelled to take a stand
