General Information

This document is a guiding manual for contractors regarding the Saudi Building Code (SBC) for residential buildings.

Authorities

  • Ministry of Municipal and Rural Affairs and Housing: الجهة المختصة is the General Administration for the Saudi Building Code.
  • Saudi Standards, Metrology and Quality Org. (SASO): الهيئة is the Saudi Standards, Metrology and Quality Org. (SASO).
  • Saudi Building Code National Committee: اللجنة الوطنية is the Saudi Building Code National Committee.
  • General Directorate of Civil Defense: المديرية العامة is responsible for safety regulations in industrial, agricultural, commercial, and residential areas.

Definitions

  • Building Official: مسؤول البناء is the authority responsible for applying and enforcing the code.
  • Saudi Building Code: كود البناء is the set of requirements, conditions, regulations, and appendices related to building construction to ensure safety and public health.
  • Requirements: المتطلبات are details of design, execution methods, construction, and standard specifications.
  • Conditions: الاشتراطات are procedures and controls for building permits and مخططات preparation.
  • Guide: الدليل is the guiding manual for the Saudi Building Code for residential buildings (SBC 1101-1102).
  • Building Permit: رخصة البناء is a written permission issued by the municipal authority.
  • Practice License: رخصة الممارسة is a permit issued by the Saudi Council of Engineers for individuals to practice الدراسات and التصاميم, or التنفيذ or الإشراف, or التفتيش.
  • Approved Agency: هيئة معتمدة is an accredited official agency responsible for conducting tests or providing التفتيش services, approved by the building official.

  • Supervising Designer: المصمم المشرف is the licensed person responsible for supervising the التنفيذ according to the permits and approved المخططات.
  • Executor (Contractor): المنفذ (المقاول) is the licensed person contracted by the owner to execute the building according to the सऊदी Building Code.
  • Inspector: المفتش is the person licensed by the Saudi Council of Engineers to perform التفتيش on buildings according to the Saudi Building Code.
  • Area Map: القرار المساحي is a map showing الجهات الأرض, dimensions, المساحة, الزوايا, elevations of الأرض and الشوارع, and points of الاشتراك مع الأبنية.
  • التفتيش: التفتيش is monitoring by a registered professional engineer with relevant qualifications and experience.
  • Supervision Reports: تقارير الإشراف are reports prepared by the جهة الإشراف on the conformity of the executed الأعمال to the approved المخططات for the building permit.
  • Occupancy Certificate: شهادة الإشغال is permission to occupy the building issued by the municipal authority after confirming compliance with the code.
  • Technical Report: التقرير الفني is a document describing the structural condition of the building or the extent of its conformity to building regulations, prepared by مراقب (الأمانة/البلدية) or the المكتﺐ الهندسي.
  • Balady Platform: منصة بلدي is the national platform for municipal services, offering electronic services for license applications.
  • التفتيش Authority: جهة التفتيش is a >>third party<< approved by SASO and licensed to perform التفتيش أعمال وفق مجالات in the Saudi Building Code.
  • المفتﺶ الخاص: المفتش الخاص is a licensed person contracted by the owner to perform private التفتيش أعمال.
  • Final التفتيش Report: تقرير التفتيش النهائي is a report on the التفتيش أعمال conducted by الجهات ذات العالقة after the completion of the building أعمال.
  • Insurance Document: وثيقة التأمين is the insurance document covering hidden defects.
  • Hidden Defect: العيب الخفي is any defect in the building that weakens its strength, stability, or الاستقرار, not discovered at the time of شهادة الإشغال.
  • Accreditation Agency as a Third Party: وكالة اعتماد كطرف الثالث is an agency operating a system for product accreditation, including product testing and quality control assessment.
  • Safety Confirmation Certificate: شهادة تأكيد السلامة is a certificate provided by the technical examiner to the insurance company upon completion of the project.
  • Violation Classification Regulations: لائحة تصنيف المخالفات is a list classifying violations of the Saudi Building Code and determining penalties.
  • Violation: المخالفة is any intentional or unintentional breach of the Saudi Building Code.
  • Violator: المخالف is any person violating the Saudi Building Code.
  • Dangerous Violation: المخالفة الخطرة is any violation that endangers lives or properties.
  • Public Services: الخدمات العامة are electricity, telephone, water, and sewage services.

Code Application Stages

The Saudi Building Code is applied in stages:

  1. التصميم.
  2. مراجعة التصاميم and التحقق من التصميم.
  3. رخصة البناء: granted after coordination with الجهات ذات العلاقة.
  4. المتابعة والإشراف during التنفيذ.
  5. اكتمال المشروع and issuing شهادة الإشغال.
  6. الصيانة and التشغيل.

Responsibilities

  • The designer is responsible for التصميم.
  • A third party is responsible for مراجعة التصاميم.
  • The municipal authority is responsible for رخصة البناء.
  • A supervising office is responsible for المراقبة/التفتيش المستمر.
  • The municipal authority is also responsible as جهة رقابية.

Objectives of The Saudi Building Code

Key Dates

The Saudi Building Code implementation schedule (Hijri calendar):

  • Phase 1: Until the end of Dhul-Hijjah, 1440 H: Government administrative buildings, high-rise buildings (towers - more than 23 m), hospitals, and hotels.
  • Phase 2: From the end of Phase 1 to the end of Dhul-Hijjah, 1441 H: Communications towers, industrial buildings and facilities, buildings less than 23 m, and high-risk buildings.
  • Phase 3: From the end of Phase 2 to the end of Dhul-Hijjah, 1442 H: Furnished apartments, lodges, residential buildings, and recreational facilities.
  • Phase 4: From the end of Phase 3 to the end of Dhul-Hijjah, 1443 H: Business buildings (airports, banks, television stations, post offices).
  • Phase 5: From the end of Phase 4 to the end of Dhul-Hijjah, 1444 H: All types of buildings classified within it.

Commonly Asked Questions

  • What does the insurance cover for the building? Refer to the Saudi Central Bank website.
  • Does the code require engineering offices to provide quantity tables for الفلل? The code doesn't require quantity tables, refer to the وزرة الشؤون البلدية والقروية والإسكان.
  • If the code is updated, can it be downloaded after purchasing the current code, or is it necessary to purchase the code again? If the code has already been downloaded, re-download to ensure acquiring the updated version without needing to purchase a new copy.

Responsibilities

Contractor:

  • Must be aware of building systems.
  • Responsible for أعمال البناء violations of the approved مخططات.
  • Implementing fire protection works.
  • Complying with ملاحظات from المشرف office, جهة التفتيش, or مفتشي الجهات ذات العلاقة.
  • Cooperating with the المكتب الهندسي المشرف.
  • Notifying the المكتب الهندسي المشرف of the work schedule.
  • Purchasing the وثيقة التأمين.
  • Clearing the site after completing أعمال البناء.
  • Complying with environmental, health, and safety requirements.

Owner:

  • Contracting with a مصمم هندسي لعمل المخططات.
  • Contracting with a مشرف هندسي لمتابعة تنفيذ المشروع واستخراج شهادة أشغال.
  • Contracting with a مقاول بناء معتمد or مصنف لدى الوزارة لتنفيذ أعمال البناء والتشطيبات الخاصة بالمشروع، وإصدار شهادة الإشغال.

Building Permit

Building Permit Issuance

  1. Submitting the building permit issuance request.
  2. Validity of the building permit: 3 years from the date of issuance.
  3. ًApplying for the building permit by the هندسي accredited office الكترونيا.

Types of Building Permits

    • Choosing the classification of the license (residential building).
    • Identifying the owner and the applicant.
    • Selecting the master plan from which to obtain a building permit or fence.
    • Selecting an accredited engineering consultant from Balady platform.
    • Sending the request to the Engineering consulting office.

Requirements for the License

  • An updated title deed from the Ministry of Justice or a housing or investment contract.
  • Obtaining a survey report.
  • Contracting with an accredited engineering Consultant.
  • Paying the service fees.

The Phase After Issuing of the Permit

  • Contracting with a constructional authorized contractor at the ministry.
  • Buying of insurance document by the contractor.
  • Contracting with an authorized Engineering supervising Consultant at the ministry.
  • Notification of implementation starting through Balady platform.
  • Contracting with an inspector or an Inspection Authority for the buildings what requests this.

Building Implementation Works Phase

  • Supervision Business Requested: The Engineering supervising Consultant performs the supervising businesses during the building phases loaded on Balady platform according to the Requirements of Saudi Building Code and uploading the pertaining reports on Balady platform.

Building Works Completion Phase

Following the Completion of Building Works, As per the Licensing Documents

Licensing Procedures building restoration

The restoration license

  • Login to Balady platform through the national identity access (Nefath) . Select Building Licensing Services (Restoration license service).
  • View the guidelines and acknowledge the accuracy of the information . Select the Building License or title deed to which you want to extract the restoration license.
  • Select the Consultant office and enter the Required data.
  • Container Invoice
  • Guarantee to eliminate Rubbles.
  • After payment of the fees, the license will be issued and can be printed.

License Requirements

  • Building License
  • A technical report that shows Building situation and the desired Restoration elements Contract With an Engineering office

Abiding by The Buildings code (SBC 901) in Restoration works

  • Presenting a Waste Container
  • Payment of the Service Fees.

License Procedures Building Demolishing

  • Log into Balady Platform through Nafath .
  • From building License Services, select Demolishing License .
  • Determine owner type and Request provider.
  • Choose building License or the title deed required to Obtain Demolishing License .
  • Contracting with the Engineering consulting office.
  • Pledging of Building unpeople and animals free
  • Sending the request to the Engineering consulting office.
  • Clearing electrical , water and telecommunication services (If available) by the Engineering consultation.
  • A payment Invoice will be issued .
  • Payment of the Fees ,Issuing the License and Printing it .

License Requirements

  • An updated electronic title deed from the Ministry of Justice , or a Housing contract or an Investment venture.
  • Extraction of Space Reporting
  • Contracting with an Engineering Consultant authorized to the Ministry .
  • Payment of the Service Fees .

License Procedures Adding or Modifying Building Components

  • Login into Balady Platform through Absher
  • Select building licensing Services (Adding or modifying building Components Service .
  • Select the building License required to extract a building Components adding or Modifying for.
  • Selecting Engineering office (authorized Consultant
    Or reverting it from the insurance in case of insurance available.
  • Selecting building Consultant or restoring it form the Insurance
  • Selecting the building contractor or restoring it form the Insurance
  • Engineering office will complete the data and prepare the requested Layouts .
  • After Payment of the Fees the license can be Provided /printed.

  • Abiding by the Standing Buildings Applying code ( SBC 901) to The new building Components addition or Modifying on to it.

Procedures of License Issuance Of Building Situation Rectification

  • Entering Balady Website throughout the unified access (Absher).
  • Choosing Service of extant Building situation Rectification License Issuance.
  • Choosing Building License or the title deed required to extract extant Building situation Rectification License to it.
  • Choosing Engineering office .
  • The Engineering Consulting will complete the Data and prepare the Required Layouts .
  • The Ministry will calculate the fines and Penalties .
  • After Fees Payment ,The license can be issued /Printed

Responsibilities and Powers of Municipalities

  • Reviewing the necessary land survey decisions.
  • Reviewing the architectural schemes or all schemes and models on residential building permits issued by the authorized engineering offices and verifying their compliance and the heights, indentations, building ratios, and parking requirements.
  • Monitoring and following up on the application of the Saudi Building Code.
  • Following up on the performance of التفتيش works and necessary tests during the أعمال تنفيذ of the building.
  • التفتيش and monitoring of the buildings under إنشاء and issued building permits from the engineering offices and making sure it complies with building regulations.
  • Issuing the occupancy certificate after completion of the building and confirming its compliance with the Saudi Building Code.
  • Keeping records of building permits, مراقبة, التفتيش, ضبط, and penalties.
  • Reviewing building reports for project phases issued by المشرفة engineering offices and sent through Balady platform.
  • Monitoring violations in accordance with the لائحة تصنيف مخالفات كود البناء السعودي concerning the municipal sector and the لائحة الغرامات والجزاءات عن المخالفات البلدية.
  • Stopping or canceling building permits that violate building regulations and the Saudi Building Code or at the request of the beneficiary.
  • Implementing stop requests for the building permit from الجهات ذات العلاقة.
  • Committees for deciding on municipal violations and violations of the Saudi Building Code.
