Additional Processing Guidelines:
TOECRs with more than 30 BIC changes require discussion with the MCICOM Assistant Chief of Staff, G-1.
All requests necessitate coordination with the command security manager for changes affecting security clearance levels.
Enclosure (4) mandates that a Funding Data Sheet be included for civilian structure changes.
Commands may retain a maximum of 10% of BICs vacant and unfunded to provide hiring flexibility.
Region Commanders’ Responsibilities:
Implement Total Force Management Boards (TFMB) to ensure that structure changes are substantiated and prioritized properly.
Ensure that manpower and human resources personnel are part of discussions regarding structure changes.
G-1 and S-1 Department:
Assist in the execution of TFMBs per reference (b).
Coordinate the Financial Data Sheet completion to be submitted with TOECRs, ensuring accuracy of information and required documentation.
A TOECR Tracker report will be provided to the regions by HQ, MCICOM G-1 on the 15th of each month, facilitating monitoring and coordination of requests.
Applicability: This policy applies to MCICOM and all subordinate commands.
Effectivity: The policy is effective immediately upon signature.
Submission Format: All TOECR documentation must follow a specific format outlined in Enclosure (1).
Required Documentation: A checklist is provided in Enclosure (2), which includes:
Adequate compensation for billets.
Organizational Chart.
Security clearance validation.
Funding Data Sheet.
HRO verification letters.
Justification for Changes: Each request must include a description of the actions necessary, along with background and rationale for changes affecting multiple BICs.
Point of Contact: Each TOECR request should specify a contact person with their details.
