Introduction
Interview conducted in Barangay Taft focused on understanding the Post-Disaster Needs Assessment (PDNA) process, disaster impact assessment, needs identification, and recovery efforts, roles of local committees, information flow, and contribution of PDNA to rehabilitation planning.
PDNA Implementation
All barangay committees collaborate before, during, and after disasters. During Typhoon Odette, the focus was on damage assessment and urgent needs (food, shelter). Pre-evacuation plans prioritized those most at risk. Coordination with City Engineering and Planning Office for damaged houses assessment and reporting to DSWD. Assistance from LGU was needed.
Timing and Documentation of PDNA
PDNA starts immediately after a typhoon by identifying affected individuals and visiting high-risk areas. Pre- and post-disaster meetings are BDRRM protocol. Process includes victim assessment and location pinpointing. Food packs are prepared in advance. Documentation involves photos, recordings, and videos for accurate reporting.
Use of PDNA Results
Recordings (photos, videos, reports) determine LGU assistance. Efforts were made for cash-based assistance. Gratitude expressed to PNP, BFP, and other agencies for clearing operations. Public servants prioritized community needs and service.
