Cargo Operations Standing Orders

All personnel involved in the current cargo operation must read and understand these standing orders.

Safety Data Sheet (SDS)

Cargo safety data sheet must be reviewed by all personnel involved in the cargo operation.

Equipment and System Checks

  • If the barge has a powered high-level overfill alarm system: Must be energized, tested, and used throughout cargo transfer operations.

  • Barge header and hose connections require:

    • A bolt in every hole, extending past the face of the nut by a minimum of 3 threads.

    • Utilization of a 4-bolt drop on every flange connection.

Operations Oversight

  • The dock Person in Charge (PIC) must be present during all connect or disconnect operations.

  • Flange wraps must be used on all header connections, including the outboard header valve.

  • Pressure testing of connections is encouraged when feasible.

  • All operations must adhere to company policies and relevant regulations.

Crew, Vessel, and Environmental Safety

Safety is the number one priority at all times. Actions must be taken if:

  • Doubts arise during transfer operations, stop the transfer and contact the officer on watch or supervisor.

  • A barge alarm sounds, lightning strikes nearby, or there is a fire in the vicinity.

  • Any condition poses a risk to personnel or cargo operations.

Supplemental Standing Orders

  • Written by the Tankerman PIC and must be followed by all personnel.

  • May include contingencies related to the barge, dock, or type of cargo.

  • Atlant Supplemental Standing Orders: These can include specific guidelines for regional environmental conditions, types of cargo being handled, and any unique challenges presented by the dock or barge used in operations.

  • Remain valid until the end of the transfer and must be consistent with company policies.

PIC Requirements

  • A United States Coast Guard endorsed Tankerman PIC must be present on the barge during cargo transfers.

  • Always consult the lead PIC before making unplanned adjustments or changes to the transfer plan.

  • Relevant transfer information must be recorded in:

    • The barge transfer log or Tankerman barge book.

  • Record contents include, but are not limited to:

    • PIC watch change checklist

    • All cargo operation shutdowns and restarts

Vessel Monitoring and Security

Conduct vessel safety rounds every 10 minutes during cargo transfers, including checks of:

  • Cargo systems

  • Connections

  • Machinery spaces

  • Vessel moorings

  • Access points

  • Ensure vessel security, prohibiting unauthorized visitors, and report any suspicious activity.

Incident Reporting

Notify the officer on watch or supervisor in case of:

  • Interruptions or delays in operations

  • Mechanical or cargo system issues

  • Changes in cargo orders from the terminal or office

  • Injuries or serious illnesses

  • Potential for spills

  • If unable to follow procedures due to special circumstances, shut down the transfer, notify the officer on watch or supervisor, and wait for operations approval.

Declaration of Inspection (DOI)

DOI cannot be signed until all checklist requirements are verified and initialed.

Stop Work Responsibility (SWR)

The cargo transfer PIC has the responsibility to stop work when standing order guidelines cannot be followed. Work cannot resume until an alternative is approved by all parties.
