This includes both physical and mental well-being (jasmani maupun rohani), as well as the preservation of work and culture to foster a society that is just, prosperous, and secure. Scientifically, K3 functions as an effort to prevent and reduce the occurrence of workplace accidents and occupational diseases. These efforts are not merely about efficiency or cost reduction but are fundamentally about protecting human life and productivity.

The primary legal framework in Indonesia is Law No. 01 of 1970 concerning Occupational Safety. This law mandates safety oversight across all types of workplaces, including private companies and state-owned enterprises (tempat kerja milik negara). The definition of a "workplace" encompasses any area where work is performed, particularly those with high potential hazards. Under this law, the "Pengurus" (manager/officer) is defined as the individual who directly leads a workplace or a specific part of it. Furthermore, Article 1313 of Law No. 01 of 1970 explicitly states that anyone entering a workplace—not just employees, but also guests, visitors, or students on internships (PKL)—is legally bound to follow all safety instructions and wear the required Personal Protective Equipment (APD).

The Occupational Safety and Health Committee (P2K3) and Expert Appointments

The P2K3 (Panitia Pembina Keselamatan dan Kesehatan Kerja) is a specialized body within a company that effectively provides counsel and assistance in preventing accidents and providing safety information to workers. According to Permenaker RI No. 04 of 1987, the formation of P2K3 is mandatory for workplaces employing 100100 or more people, or those with fewer than 100100 employees but involving high-risk processes, materials, or installations. The membership of P2K3 consists of both the employer and employees, structured with a Chairman, a Secretary (who must be a certified Ahli K3), and members.

Certified K3 Experts (Ahli K3) are appointed based on Permenaker No. Per-02/Men/1992. These experts have the authority to enter workplaces as specified in their appointment letter, request information regarding K3 implementation, and monitor, test, or evaluate safety conditions. Experts working in K3 Service Companies (PJK3) are required to submit activity reports to the Minister of Manpower or a designated official every 33 months. An expert's appointment can be revoked if they fail to comply with K3 regulations, commit negligence leading to accidents/illness, or intentionally leak confidential company information. Their primary duties exclude manual repair of damaged equipment; rather, they focus on reporting, oversight, and issuing warnings regarding K3 violations.

Occupational Health Services and Industrial Hygiene

Occupational health services, as governed by Permenaker No. 3 of 1982, focus on providing medical assistance to help workers adjust to their physical and mental work environments. This includes health promotion, disease prevention (both general and occupational), and First Aid (P3K). Only doctors appointed by the employer and approved by the Director (as per Permenaker No. Per-02/Men/1980) may conduct workforce health examinations. Proper nutrition is also a key factor; companies with more than 200200 workers are encouraged to provide a canteen and dining room to increase productivity and maintain financial health. Specifically, for companies with 5050 to 200200 workers, dining facilities are highly recommended by SE Menakertrans No. 1 SE 01/Men/1979.

Industrial hygiene also covers the prevention of communicable diseases like HIV-AIDS and Tuberculosis (TB). For HIV prevention, "Universal Precautions" are the standard, requiring handwashing with soap or 70%70\% alcohol before and after procedures, using PPE (gloves, masks, gowns) when contacting body fluids, and using proper disinfectants for sterilization. Contaminated fabrics should be disposed of in designated trash or incinerated. Regarding TB, prevention involves administrative controls to reduce exposure, effective management commitment, environmental control, and capacity building. Social-economic impacts of TB include discrimination, absenteeism, and potential job loss leading to poverty.

Psychological hazards in the workplace include role ambiguity (coretan peran), career development issues, and responsibilities toward others. Ergonomic factors involve work postures, heavy lifting, and repetitive tasks. Environmental hazards include biological agents like bacteria and viruses, as well as physical factors like noise and lighting. First Aid (P3K) facilities must be designed with strong materials, be easily movable, and be labeled with a red First Aid symbol on a white background. The ratio of First Aid personnel depends on risk: in low-hazard areas, 11 attendant is required for every 150150 workers; in high-hazard areas, 11 attendant is required for every 100100 workers.

Mechanical Safety: Power and Production Tools

Mechanical safety covers lifting and carrying machines (Pesawat Angkat dan Angkut/PAA). According to Permenaker No. 8 of 2020, these machines are used to lift or move loads (materials or people) vertically or horizontally over specified distances. Equipment includes conveyors (pita transport), which move loads continuously using belts, chains, or rollers. All such equipment must undergo testing, often at 125%125\% of its maximum capacity, to ensure safety. PAA operators are categorized into classes: for example, a Class 1 Forklift Operator can handle loads greater than 1515 tons, while a Class 2 Operator handles up to 1515 tons. An Overhead Crane with a capacity of 100100 tons requires a Class 2 Crane Operator (handling 2525 to 100100 tons).

Other mechanical tools include production and tool machines (Mesin Produksi dan Perkakas). Operators of these machines are strictly prohibited from leaving their stations while the power source is active. K3 licenses for these operators are valid for 55 years and are renewable. In the context of pressure vessels (bejana tekan), such as LPG Storage Tanks, Permenaker No. 37 of 2016 classifies them into storage vessels, transport vessels, or process vessels. First-time testing for pressure vessels involves a solid pressure test at 1.31.3 times the working pressure. Steam boilers (ketel uap) are also regulated; a low-pressure boiler is defined by specific pressure thresholds, and inland mobile boilers must undergo periodic inspections at least once every 22 years.

Fire Safety and Emergency Management

Fire occurs when fuel, oxygen, and heat meet under specific conditions, accompanied by a continuous chain reaction. Managers are legally obligated to prevent, reduce, and extinguish fires by controlling energy sources, providing detection systems (alarms), providing extinguishing equipment (APAR), and creating evacuation routes. Companies with more than 5050 employees or medium-to-high fire risks must have a written Emergency Response Plan.

Fire extinguisher (APAR) placement requirements include: extinguishers must be clearly visible and accessible, the extinguishing medium must match the fire class, and signs must be posted. General guidelines suggest a maximum distance of 15 m15\,m between extinguishers. Furthermore, companies must form a dedicated fire response unit and conduct regular fire drills. For elevators and escalators, periodic inspections must occur at least once a year, covering the machine, cables, governor, safety brakes, and emergency communication systems according to Permenaker No. 6 of 2017.

Electrical Safety and Equipment Standards

Electrical safety standards aim to prevent dangerous electric shocks. This is rooted in Law No. 1 of 1970. Companies must employ a certified Electrical K3 Expert (Ahli K3 Listrik) if they have power generation capabilities exceeding 200 kVA200\,kVA. Safety testing for electrical systems includes using a Mega Ohm Meter to measure the insulation resistance of cables. All equipment and PPE used must meet the Indonesian National Standard (SNI) or approved international standards like EN or ANSI.

Construction Safety and Project Management

Construction K3 encompasses architectural, civil, mechanical, electrical, and environmental engineering work. It includes the oversight of materials, installations, and labor. Safety plans for construction projects must include project conditions, K3 programs, organization charts, site plans, HIRARC (Hazard Identification, Risk Assessment, and Risk Control) reports, and activity logs. High-risk construction tasks requiring specific work permits include working at heights above 2 m2\,m, welding, electrical work, scaffolding, and confined space entry.

Personnel requirements for construction projects vary by size and duration as per Kepdirjen PHI and Wasnaker No. 20 of 2004:

  • Projects with >100>100 workers or lasting >6>6 months: Min. 11 Ahli Utama, 11 Ahli Madya, and 22 Ahli Muda K3 Konstruksi.
  • Projects with <100<100 workers or lasting <6<6 months: Min. 11 Ahli Madya and 11 Ahli Muda K3 Konstruksi.
  • Projects with <25<25 workers or lasting <3<3 months: Min. 11 Ahli Muda K3 Konstruksi.

Supervision is conducted by specialist construction inspectors who record findings in the Supervision Act (Buku Akte Pengawasan). Work in confined spaces (ruang terbatas) requires specialized personnel: "Petugas Utama" (entrants), "Petugas Madya" (standby/attendants outside), and rescuers.

SMK3 Auditing and Implementation Hierarchy

The Safety and Health Management System (SMK3) is an integral part of overall company management. According to PP No. 50 of 2012, implementation follows a cycle of establishing K3 policy, planning, implementation, monitoring/evaluation, and performance review. External SMK3 audits occur at least once every 33 years. Audit results categorize companies based on criteria compliance:

  • Initial Level (Tingkat Awal): Meeting 6464 criteria.
  • Transitional Level (Tingkat Transisi): Meeting 122122 criteria.
  • Advanced Level (Tingkat Lanjutan): Meeting 166166 criteria.

Chemical Safety and Hierarchy of Risk Control

Chemical safety involves managing substances that are toxic, reactive, explosive, or flammable to protect workers and the environment. Keputusan Menteri Tenaga Kerja No. 187 of 1999 governs the control of hazardous chemicals, requiring the provision of Safety Data Sheets (LDKB) and proper labeling. Risk management in K3 follows a strict hierarchy of control:

  1. Elimination: Removing the hazard entirely.
  2. Substitution: Replacing a hazardous material (e.g., a toxic chemical) with a less dangerous one.
  3. Engineering Control: Implementing technical solutions like machine guarding or ventilation to isolate the hazard.
  4. Administrative Control: Regulating work procedures, training, and schedules to reduce exposure.
  5. Personal Protective Equipment (APD): The final line of defense, providing physical barriers like helmets, gloves, and ear muffs.

Employers are responsible for providing APD free of charge and ensuring it is properly maintained, stored, and disposed of when contaminated or reaching its expiration.
