THE EXECUTIVE Structures of Government
THE NATIONAL EXECUTIVE
The national executive serves as the political leadership of the government, which holds the responsibility of making and implementing policy decisions.
ROLE OF THE NATIONAL EXECUTIVE
The main duties of the national executive involve both the strategic formulation of policies and their execution.
The implementation of policy is a crucial function that translates governmental intentions into tangible outcomes within society.
COMPOSITION OF THE NATIONAL EXECUTIVE
The national executive is comprised of a few key positions, each with distinct responsibilities:
President:
Identified as the Head of State and Head of the Executive.
Holds a pivotal role in setting the national agenda and representing the country both domestically and internationally.
Serves as the primary decision-maker in the administration of government functions and policies.
Deputy President:
This position is appointed directly by the President.
Functions as an assistant to the President and often assumes responsibilities in their absence.
Plays a significant role in the workings of the government as the President’s key delegate.
Cabinet Ministers:
They are appointed by the President based on their skills, expertise, and political considerations.
The Cabinet forms the core of the executive team that implements government policy in various sectors.
SELECTION PROCESS
The President has the authority to select the Deputy President along with all but two of the Cabinet Ministers from the members of the National Assembly (NA).
This selection process allows for a close alignment between the executive and legislative branches of government.
ASSIGNMENT OF PORTFOLIOS
The President also holds the responsibility of assigning portfolios (which include the specific powers and functions) to the Cabinet Ministers.
These portfolios often correspond to various government departments or sectors, enabling ministers to focus on their areas of expertise and accountability.
