Retail Supply Tariff Schedule Overview

Communication to Government of Andhra Pradesh (GoAP)

  • On 28th February 2024, the Commission informed GoAP regarding the requirement of an external subsidy for the financial year 2024-25, amounting to Rs. 13,589.18 crore. This includes:

    • APSPDCL: Rs. 9,917.60 crore

    • APCPDCL: Rs. 2,298.75 crore

    • APEPDCL: Rs. 1,372.83 crore

  • The subsidy is directed towards maintaining rates for "Category I (A): Domestic - LT" and "Category V: Agriculture - LT" as per the Reference Tariff Schedule for FY2024-25 and includes calculations from the Full Cost Recovery Tariff Schedule.

Provision of Subsidy by Government of Andhra Pradesh

  • Following the Commission's correspondence, GoAP confirmed that it would provide the determined subsidy under Section 65 of the Electricity Act, 2003, as communicated in a letter dated 4th March 2024.

  • The total agreed subsidy of Rs. 13,589.18 crore will be distributed to the licensees as follows:

    • APSPDCL: Rs. 9,917.60 crore

    • APCPDCL: Rs. 2,298.75 crore

    • APEPDCL: Rs. 1,372.83 crore

  • Based on this commitment, the Commission announced the retail electricity tariff for the three distribution licensees commencing from 1st April 2024 to 31st March 2025.

Applicability

  • Effective Date: 1st April 2024 to 31st March 2025

  • Distribution Licensees: APSPDCL, APCPDCL, APEPDCL in Andhra Pradesh

Tariff Structure

Low Tension (LT) Tariffs
  • Domestic (Telescopic)

    • Rates vary based on the slabs:

      • 0-30 units: Rs. 1.90/kWh

      • 31-75 units: Rs. 3.00/kWh

      • 400 units: Rs. 9.75/kWh

  • Commercial & Others

    • Segment includes commercial activities, educational institutions, etc. with tiered rates from Rs. 5.40 to Rs. 10.15/kWh for higher consumption.

  • Agriculture & Related

    • Specific rates for various agricultural activities, including a zero charge for non-corporate farmers up to a certain limit.

High Tension (HT) Tariffs
  • Applicable for consumers above 75 kW/100 HP, with fixed charges categorized for various sectors:

    • Commercial

      • Demand Charges: e.g., Rs. 475 per kVA per month depending on the connected voltage level.

    • Industry

      • Charges based upon industrial activity categorization, averaging around Rs. 6.70 to Rs. 12.25/kVAh depending on sector and demand characteristics.

Conditions and Specific Guidelines

  • Delayed Payment Surcharge is applicable if payments are made post-due date across categories, with criteria establishing penalties on outstanding balances.

  • Customer Charges and connection fees vary, with additional fees for temporary connections and installations.

  • For green power, additional premium charges are set, allowing for electricity purchasing from renewable sources.

Cross Subsidy Surcharge and Additional Surcharge

Introduction

  • Provisions in the Electricity Act, 2003 mandate the imposition of Cross Subsidy Surcharge (CSS) when utilizing open access for electricity supply.

Recommendations and Findings

  • The three voltage levels prompt differing CSS rates across categories as shown in the tables. Concerns were raised regarding the higher proposed CSS, with responses cited from affected industries.

  • The Commission determines CSS per the National Tariff Policy (NTP), enforcing limits to ensure consumer protections are adhered to, which includes tariff differentiation for open access.

1. Domestic (Residential) Rates (Low Tension - LT)

Rates vary based on slabs:

  • 0-30 units: Rs. 1.90/kWh

  • 31-75 units: Rs. 3.00/kWh

  • 76-100 units: Rs. 4.80/kWh

  • 101-200 units: Rs. 5.60/kWh

  • 201-300 units: Rs. 7.10/kWh

  • 301-400 units: Rs. 8.10/kWh

  • 401-600 units: Rs. 9.75/kWh

2. Commercial (Business) Rates (Low Tension - LT)

Segment includes commercial activities, educational institutions, etc.:

  • Tiered rates from Rs. 5.40 to Rs. 10.15/kWh based on higher consumption.

    • Rates vary with usage, specific tiers will apply for different consumption thresholds.

3. Industrial Rates (High Tension - HT)

Applicable for consumers above 75 kW/100 HP:

  • Demand Charges: Example - Rs. 475 per kVA per month depending on the connected voltage level.
