I. PURPOSE AND SCOPE
Establishes procedures and security controls regarding the management of funds.
II. POLICY
General Guidelines for Money Release:
Money can only be released within the first 24 hours after booking unless authorized by the Facility Commander.
If release is approved, all of the individual's money must be released.
No transfers allowed between individuals' accounts.
Money will not be released to individuals incarcerated within the last 30 days.
Any money found during visits or work crews will be confiscated and may be deposited into the Stanislaus County General Fund.
Touch-Pay System Failure:
If the Touch-Pay System is down, a written check must be issued to the releasing individual.
The releasing supervisor will process the check using the ICJIS check printer, and the transaction records are stored in ICJIS under that individual's account.
The check is delivered to the releasing deputy for verification before release.

IV. PROCEDURE
Funds for Individuals Transferred to Prison:
Individuals released to prison or an out-of-county agency with funds on their books require checks to be processed instead of debit cards.
For those sent to an out-of-county agency, the check goes to the individual, not the agency.

1. CHECK PROCESSING
CDCR Transfers:
Individual checks processed for individuals transferred to California State Prison.
When voiding a check, send the check and individual information to facility administration.
If the ICJIS check-writing printer is down, use the pre-signed checkbook from the administration office.
2. CASH BAIL AND FINE PAYMENT
General Information:
Anyone can post cash for bail or fines as determined.
Custodial personnel must complete the ICJIS Bail/Fine Receipt with the payer's address, needed for bail/fine refunds if not forfeited.
The payer receives an ICJIS receipt for the cash amount.
Certified Checks:
Certified checks can replace cash, made payable as follows:
For local charges, payable to Stanislaus County Superior Court.
For charges from another California County, payable to Stanislaus County Sheriff-Coroner.
Important:
Cash bail is not accepted for arrests originating from outside California.
