main foreign policy ambition was to secure england as the most important european country

2 most powerful states were france (led by king francis I) and holy roman empire (led by emperor maximilian I until Charles V took over in 1519)

henry believed war was the most effective means of securing the country’s status and success would be achieved through glory in battle whereas wolsey believed in diplomacy and peace building

• treaty of london- 1518, non aggression pact between major european nations to be at peace with each other and work together for security, meant that if one country broke the terms then the other nations would act collectively against them. made henry look like the main peace negotiator for europe
