Updated DOT Progressive Accreditation System 2023 – Quick Review Notes
Scope and Purpose
- Implements "Updated PAS Guidelines" (Memorandum Circular No. 2023-0003, )
- Applies to ALL Primary Tourism Enterprises (PTEs) in the Philippines; accreditation now mandatory (replaces Certificates of Registration)
- PAS = three-tier recognition reflecting progressive standards and customer expectations
Key Definitions (high-frequency)
- Accommodation Establishments: Hotels, Resorts, Apartment Hotels, Mabuhay Accommodations, Homestays
- Accreditation: DOT certificate confirming compliance with minimum standards
- PTE vs. Secondary Tourism Enterprise: PTEs directly tourism-related; Secondary are support services (restaurants, museums, etc.)
- Minor Deficiency: fixable within months; Major Deficiency: months
- Penalties: Suspension (temp), Revocation (may reapply), Cancellation (permanent)
Accreditation Levels
- Basic – meets minimum requirements
- Regular – satisfies Basic + higher standards
- Premium – meets Basic + Regular + premium criteria (e.g., service excellence, added facilities)
Covered per level (highlights)
· Basic: Mabuhay Accom., MICE Organizers, Meeting Rooms, Travel & Tour Services
· Regular: ALL PTE categories (except Air Transport only Regular)
· Premium: Same as Regular EXCEPT Hotels/Resorts/Apartment Hotels (governed by star-rating) & Tourist Air Transport
Core Requirements
- File via DOT Online Accreditation System; pre-assess using Self-Assessment Form
- Submit documentary set (Annex A) + comply with physical standards (Annex B)
- Annual submission of valid Mayor’s/Business Permit (continuing requirement)
- Environmental permits (DENR) required for Regular/Premium; Basic may be granted while securing
Inspection & Monitoring
- On-site inspection prior to approval; every other renewal cycle thereafter, plus random monitoring
- DOT can access records anytime for compliance checks

Enforcement & Penalties (sample)
- False statements, misuse of certificates, engaging non-accredited suppliers → fines to + suspension/revocation per offense table
- Sexual exploitation or drug-related activity → immediate cancellation + fine
- Non-compliance with deficiencies → downgrade or revoke after set compliance periods
- Decisions sent to LGU for action on local permits
Transitional & Final Provisions
- PTEs accredited under 2018 PAS must comply with new rules upon renewal or within months of publication (whichever later)
- Repeals previous PAS MC 2018-03, 2022-0014, and legacy accreditation rules
- Effective upon publication & UP-ONAR filing
