Scope and Purpose

  • Implements "Updated PAS Guidelines" (Memorandum Circular No. 2023-0003, 02Jun202302\,Jun\,2023)
  • Applies to ALL Primary Tourism Enterprises (PTEs) in the Philippines; accreditation now mandatory (replaces Certificates of Registration)
  • PAS = three-tier recognition reflecting progressive standards and customer expectations

  • Basic – meets minimum requirements
  • Regular – satisfies Basic + higher standards
  • Premium – meets Basic + Regular + premium criteria (e.g., service excellence, added facilities)

· Basic: Mabuhay Accom., MICE Organizers, Meeting Rooms, Travel & Tour Services
· Regular: ALL PTE categories (except Air Transport only Regular)
· Premium: Same as Regular EXCEPT Hotels/Resorts/Apartment Hotels (governed by star-rating) & Tourist Air Transport

Core Requirements

  • File via DOT Online Accreditation System; pre-assess using Self-Assessment Form
  • Submit documentary set (Annex A) + comply with physical standards (Annex B)
  • Annual submission of valid Mayor’s/Business Permit (continuing requirement)
  • Environmental permits (DENR) required for Regular/Premium; Basic may be granted while securing

Inspection & Monitoring

  • On-site inspection prior to approval; every other renewal cycle thereafter, plus random monitoring
  • DOT can access records anytime for compliance checks

Validity of Certificates

  • Basic: 11 year
  • Regular: 22 years
  • Premium: 33 years
  • Dormant online applications auto-withdrawn after 4545 days (warning at 3030 & 4545)

Rights, Benefits & Display

  • Accredited enterprises receive DOT Quality Seal, sticker (Regular) or plaque (Premium)
  • Seal & accreditation number must appear on premises & all ads/marketing
  • Non-transferable

Enforcement & Penalties (sample)

  • False statements, misuse of certificates, engaging non-accredited suppliers → fines 5000\text{₱}\,5\,000 to 100000\text{₱}\,100\,000 + suspension/revocation per offense table
  • Sexual exploitation or drug-related activity → immediate cancellation + 100000\text{₱}\,100\,000 fine
  • Non-compliance with deficiencies → downgrade or revoke after set compliance periods
  • Decisions sent to LGU for action on local permits

Transitional & Final Provisions

  • PTEs accredited under 2018 PAS must comply with new rules upon renewal or within 66 months of publication (whichever later)
  • Repeals previous PAS MC 2018-03, 2022-0014, and legacy accreditation rules
  • Effective upon publication & UP-ONAR filing
