National Service Training Program (NSTP)

NSTP is defined by Republic Act 9163, established to promote civic consciousness among the youth and inculcate nationalism, while encouraging involvement in public and civic affairs.
NSTP aims to develop youth well-being across physical, moral, spiritual, intellectual, and social dimensions and to promote defense preparedness and ethics of service during training.
NSTP includes three program components designed to enhance active contribution to general welfare.

ROTC is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077.
Purpose: to provide military training to tertiary-level students to motivate, train, organize, and mobilize them for national defense preparedness.

LTS is a program designed to train students to become teachers of literacy and numeracy skills to school children, out-of-school youth, and other segments of society in need of service.

CWTS comprises programs or activities that contribute to the general welfare and the betterment of life for community members.
Focus areas include: health, education, environment, entrepreneurship, safety, recreation, and morals of the citizenry.

Required for students of any baccalaureate degree or at least two-year technical-vocational courses in public and private institutions as a graduation requisite.
Exemptions:
- i) Students who have already completed NSTP for a prior degree.
- ii) Transferees or shifters who completed NSTP prior to transferring/shifting.
- iii) Foreign students or aliens.

Each NSTP component is undertaken for an academic period of two semesters (NSTP1 and NSTP2) or an equivalent one-semester integrated course (NSTP 1-2).
Allotment per semester: $54-90\,\text{hours}$ .
Total NSTP program: $6\,\text{units}$ , taken over two semesters, with $3\,\text{units}$ per semester.

CWTS and LTS graduates: belong to the National Service Reserve Corps (NSRC) and can be tapped by the state for literacy and civic welfare activities, especially during calamities.
ROTC graduates: form part of the Citizen Armed Force.

Commonwealth Act No. 1 (National Defense Act, 1935): obligatory military service for all male citizens aged 18–30.
Presidential Decree No. 1706 (National Service Law, signed 8 August 1980): made national service obligatory; specified three categories: civic welfare service, law enforcement service, military service.

The NSTP IRR is issued pursuant to Section 12 of R.A. 9163.
Involves the Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Department of National Defense (DND); with involvement of PASUC, COCOPEA, NGOs, and recognized student organizations.
These bodies jointly issue the implementing rules and regulations to implement the NSTP Act of 2001.

Section 1. Guiding Principle: Government’s prime duty is to serve and protect citizens; it may require citizens to render personal, military, or civil service.

Recognizes youth as vital for nation-building.
The State shall promote civic consciousness and develop physical, moral, spiritual, intellectual, and social well-being.
Inculcate patriotism and nationalism; promote involvement in public and civic affairs.
Youth shall be motivated, trained, organized, and involved in military, literacy, civic welfare programs, and similar endeavors in service of the nation.
