432 SFS / Creech AFB Security Forces Comprehensive Study Notes
Task 1 – Core Security Forces (SF) Responsibilities
• All posts/patrols manned IAW Installation Post Priority Chart (PPC).
• Report minimum 30 min before guardmount.
• Flight leadership (S3 Ops / S5 Plans) maintain PPC.
1.1 Use of Force
• Governed by 432 SFOI 31-101 §§1.4–1.4.3 & CJCSI 3121.01B.
• Deadly force must satisfy “objective reasonableness” under totality-of-circumstances.
• 8 Pre-Conditions (plus “Escape / Arrest” split-count):
– Inherent self-defense
– Defense of others
– Assets vital to national security
– Inherently dangerous property
– National critical infrastructure
– Serious offenses against persons
– Escape
– Arrest/Apprehension
• Prior to shooting, give verbal “HALT” when feasible; consider innocent bystanders.
1.2 Vehicle Care & Operation
• Clean/inspect each shift using AF Form 1800; discrepancies to VNCO.
• Daily wash (weather permitting).
• Do not operate with safety discrepancies (in-op lights, worn tires…).
• No doubling-up without S3 approval.
• Hard-surface only unless duty-related; damages = airman liability.
• Speed limits: normal posted; emergency ≤ ext{limit}+10 ext{mph}; off-road ≤ 25 ext{mph}.
• Mandatory seatbelts; no “behind back” routing.
• Perform FOD checks before flight-line; use spotter when backing.
• Lights: emergency lights/sirens only when mission essential; siren = real Code responses only.
• Cell-phone use while driving prohibited; stop first.
• Lockouts: notify VNCO—do NOT damage vehicle.
1.3 MRZR / Polaris Ranger
• Only ROHVA-certified operators; complete General Purpose/UTV checklist at changeover.
• Flight Ops have priority.
• May NOT be driven off-installation.
1.4 Guardmount
• Formal military formation; NLT 30 min pre-shift (Early guardmount for early posts).
• Used for roll call, announcements, weapons/equipment inspection, training, post assignment, appearance/fitness checks.
1.5 Post Checks, Visits, Reporting
• Post Briefing required to any FC/FS, IG, WIT, or CoC E-7+ visitor (highest rank present).
• No briefing during emergencies or to persons in vehicles.
• Post checks: leadership ensures alertness, knowledge, equipment; must be blottered.
• Post visits: morale/welfare; blottered.
1.6 Post Changeover & Inspections
• Thorough inspection of area, cleanliness, equipment, serviceability using laminated checklist.
• Report discrepancies to BDOC & FC/FS; document (blotter-back, 1800, AF IMT 1168, email S3/S4/S5).
• On-duty member assumes full responsibility once previous shift departs.
1.7 Installation Entry Controller (IEC) Duties
• First line of defense/image; maintain professional appearance & tact.
• Monitor traffic, verify credentials w/ DBIDS, wear portable duress, issue passes when VCC closed.
• Entry denial → AF Form 3907 + BDOC blotter; foreign national → Creech Form 2.
• 100 % scan of every person; Trusted Traveler NOT authorized.
• Acceptable IDs include federal/state/tribal LE creds plus list in Attachment 1.
• Drivers license or RAB alone NEVER valid for entry.
• Visitor passes via VCC / IEC (non-duty hours).
1.8 Defense Biometric Identification System (DBIDS)
• Use CAC login; scan ID, check tone, colored border, photo match, and integrity.
• If down, troubleshoot, notify Pass & Reg & BDOC; use barment roster.
• “STOP–Call Law Enforcement” ⇒ Code 4 procedure: close lane, defensive position, lower radio vol, BDOC runs NCIC/DataMaxx; detain if confirmed.
1.9 Forgotten ID
• Two options: sponsor escort or verify in DBIDS/Base Alpha roster w/ alt ID.
1.10 Entry Authority List (EAL)
• Maintained at gates; purge expired at shift start; neat & organized.
1.11 Employment Applicants
• Escort by hiring organization; pass valid < 1 day.
1.12 Turn-Around Procedures
• Retain ID, instruct driver, notify BDOC & opposite IEC, block rear vehicle/lane; return ID at outbound lane; non-compliance triggers Gate Runner & barrier.
1.13 Taxis, Buses, Ride-Share
• Taxis stop outside VCC; non-mil buses require S3 coord; mil buses processed like POV.
• Ride-share: driver must have own creds; otherwise stop at VCC.
1.14 Distinguished Visitors (DV)
• 15 min pre-arrival: patrol at ECP; dedicate lane, hold other traffic, render honors; no stop unless Protocol directs.
1.15 Commercial Vehicle Inspection Station (CVIS)
• Only Golf-1 unless higher authorizes.
• Sequence: open gate ➔ AUVIS pass ➔ close gate ➔ engine off, brake set ➔ docs to shack ➔ log driver/vehicle ➔ escort to holding area ➔ MWD or EDE sweep ➔ thorough hand search (mirrors, undercarriage) ➔ break seals annotate ➔ issue color-coded card ➔ escort to ECP.
• Hours 0600–1400 M-F; after-hours IEC signs out EDE.
1.16 MWD & Explosive Detection Equipment
• MWD primary; EDE (Sabre 5000) required each shift; trained users only.
1.17 Internal/External Security Response Teams (ISRT/ESRT)
• Protect & respond to PL resources; drivers must have state + flight-line licenses.
• Night vision during darkness.
• Response times: ISRT ≤ 3 ext{min}; ESRT ≤ 5 ext{min} (per IDP).
• Mandatory sweeps: start-of-shift restricted area & lighting checks; mid-shift lighting; ≥ 2 sector sweeps/shift; ≥ 1 RAB check ≥ 30 min.
• Transient aircraft protocol: verify tail #, crew orders (authenticated by E-5+), security brief.
1.18 Installation LE Patrols
• Police 1 (senior) overall law enforcement OSC; Police 4 assists; Kilo 3/4 = MWD patrols for RAMs & searches.
Task 1.19–1.28 Communications
Primary Means
• Radio is primary; landline, cell (if authorized), manual signals = secondary.
• Comm check on assume post; follow COMSEC/OPSEC.
Radio Procedures
• Directed (closed) net; all calls through BDOC.
• Format: Called element first ("Police 1, this is Control").
• Use authorized pro-words/brevity.
Brevity Codes
• Code 1 Routine; Code 2 Urgent (lights only ≤ +10 mph); Code 3 Emergency; Code 4 Wants/Warrants (Status 1–4); Code 5 Traffic stop; Code 6 Latrine; Code 7 Meal; Code 8 Suspect custody (8A opposite gender); Code 9 Freq change; Code 10 All secure; Code 11 Duress; Code 12 Suspicious package; Code 13 Officer needs assistance; Code 14 Foreign Nationals; Code 15 Alarm; Code 1920 Possible DUI.
Prohibited Practices
• No cursing, derogatory remarks, or non-official chatter.
Duress Words
• Primary, alternate, exercise list—posted at BDOC; change q6 months or if compromised; all SF & restricted-area personnel must know.
Authentication
• BDOC gives #, member returns corresponding letter (phonetic). 2 fails = duress.
Nets
• Ch 1 LE Primary; Ch2 LE Alt; Ch3 SF Primary; Ch4 SF Alt; Ch5 SF CLR.
• Primary failure → Code 9-2; switch to alt; status check.
Alternate Comms
• Secondary nets, landlines, hand signals, voice, flashlights, whistles.
SALUTE Report
• Size, Activity, Location, Uniform/Unit, Time, Equipment.
SITREP
• Status of squad/subordinates after significant event via secure means.
Sign/Countersign
• Odd number of day; EC shows part, entrant completes. Two fails = duress.
Task 1.29–1.37 Legal & Force-Protection Framework
Authority
• MCM Rule 302 & UCMJ Art 7(b) → SF authority to detain, apprehend, report, correct.
Jurisdiction
• Creech AFB = proprietary (incl. “400 series”, Range 63C, CATM ranges).
Posse Comitatus
• 18 USC §1385 bars military use in civilian LE unless statute.
Patrol Zones
• A/B/C/D Lead & Police 1 = base-wide/off-base; P2 North; P3 South; P4 base-wide; Sec-1 North airfield; Sec-2 South airfield.
HELPING HAND & COVERED WAGON
• HELPING HAND: possible hostile incident PL 1–3; numbered, Zulu time; terminate w/ FC.
• COVERED WAGON: probable/actual hostile incident; report to HHQ; terminate by installation CC/DFC.
FPCAM & FPCON
• FPCAM: rapid AT info down-channel.
• FPCON levels: NORMAL, ALPHA, BRAVO, CHARLIE, DELTA (definitions provided).
Terrorist Threat Levels
• HIGH, SIGNIFICANT, MODERATE, LOW—based on capability, intention, activity, environment.
Protection Levels (PL)
• PL-1 strategic catastrophic; PL-2 significant degradation; PL-3 mission degradation; PL-4 adverse effect.
Task 1.38–1.48 High-Risk & Emergency Responses
Active Shooter
• DHS definition; SF goal: eliminate threat, save lives.
• Teams: Entry (2–5), Contact, Rescue Task Force.
• Patrols communicate, Incident Cmdr = senior SF; Fire Chief assumes after secure.
• BDOC duties: info gather, dispatch, lockdown (Giant Voice), BOLO, recall.
Hostage/Barricaded
• Establish cordon (size = max effective weapon), wait for negotiators; avoid high-risk entry unless lives threatened.
Bomb Threat / Suspicious Package
• Phone, letter, in-person, or found.
• Unattended item → attempt owner ID; if unverifiable => suspicious.
• Cordon: <2 ft³ = 500 ft; ≥2 ft³ = 1000 ft; Aircraft/CBRN = 2500 ft (IC may adjust).
• No radios/phones within 100 ft.
Gate Runner & Barriers
• IEC announces “GATE RUNNER ×3”, description, deploy pop-up; failures reported.
• Authorization to raise: perceived threat, prevent harm/escape.
• Weekly functional tests (mids or Sunday).
Duress Response
• Passive = non-compliance; Active = duress word/alarm.
• All posts switch freq; don PPE; establish 360; authenticate; enter if no response.
• Special protocols for BDOC, mobile, armory, static posts.
Pursuit Driving

Missing Persons / Child
• Gather full description; BOLO; Stop-Check-Pass; AtHoc for missing child; found child procedures + agencies.
Hazardous Material
• Up/cross-wind positioning; min cordon 2500 ft if unknown; Fire Chief IC.
Aircraft Incidents
• IFE/GE via Crash Net; crashes may establish NDA.
Anti-Robbery
• 360 surveillance, prevent ingress/egress; IEC gate closure; protect crime scene until S2I.
Task 1.49–1.79 Installation Security Tools
Final Denial Barrier System
• Master control VCC; 4-sec delay; EFO sets signals red; Tests: Days (Sun/Wed/Sat), Swings (Mon/Thu), Mids (Tue/Fri); annotate AF Form 53.
RIEVC
• Directed in writing by 432 WG/CC; formula specifies gate, direction, selection, period.
• Two-person team; Creech VA Form 4 briefing; no handling keys; refusal protocols incl. walk-around, deny/hold.
RAMs / GTOs

Political Asylum “Seven Bridges”
• IEC notifies BDOC; move individual/vehicle out of view; sanitize VCC; search consent; hold items; AFOSI/S2I respond; minimal radio traffic.
• Individual may leave voluntarily; escort off base, report direction.
Protesters
• Provide SALUTE; maintain demarcation line; open alternate gates if blocked; use Creech VA Form 3 advisement; trespassers detained & LVMPD/NHP.
