Key Concepts
Republic Act No. 9513, known as the Renewable Energy Act of 2008, is Philippine legislation enacted on December 16, 2008, to promote the development, utilization, and commercialization of renewable energy resources. The law aims to achieve energy self-reliance and reduce dependence on fossil fuels by establishing a framework for sustainable energy development.
Types of Renewable
Hydroelectric Plants: Angat Dam in Bulacan
Geothermal Plants: MAKBAN in Laguna
Solar Power Plants: Tarlac-1 in Tarlac
Wind Power: Pililla in Rizal
Solar PV fundamentals: Photons from sunlight strike the surface of the solar panel, which triggers the photovoltaic effect. Photons transfer energy to the semiconductor in the PV cell, which excites the electrons and creates electrical current in the form of direct current; then the inverter converts it to AC.
Key parts are Solar PV, Inverter, Distribution Box, and battery.
Wind Energy Fundamentals: When wind flows through the blade, the blade and rotor spin, which are connected to a generator or a shaft with a series of gears, thus converting it to electricity.
Geothermal Energy: High-pressure hot water is pumped from the Earth through production wells; then it is used to drive turbines connected to electricity generators, then the cold water is pumped back into the ground by injection wells
National Renewable Energy Board - advisory body primarily tasked with recommending policies to the Philippines Department of Energy (DOE) and monitoring the implementation of the Republic Act No. 9513 or the Renewable Energy Act of 2008.
Renewable Energy Management Bereau - Formulate and implement policies related to the accelerated development, and commercialization of renewable energy resources including emerging energy technologies
Renewable Portfolio Standards (RPS)
The RPS refers to a market-based policy that mandates electricity suppliers to source an agreed portion of their energy supply from eligible RE resources contributing to the growth of the RE industry in the country.
Renewable Energy Certificate (REC) represents 1 MWh of power generated by eligible renewable energy power generation facilities. It is an instrument used to facilitate Mandated Participants to comply with their Renewable Portfolio Standard (RPS) obligations.
RA 9513 Renewable Act of 2008 - Accelerate the exploration and development of renewable energy resources such as, but not limited to, biomass, solar, wind, hydro, geothermal and ocean energy sources, including hybrid systems, to achieve energy self-reliance, through the adoption of sustainable energy development strategies to reduce the country's dependence on fossil fuels
green energy auction - Government establishes a procurement framework → renewable-energy developers offer projects/prices → competitive selection → awarded projects contribute renewable capacity.
