One governmental action that facilitated the development of industrial capital was the pacific railroads act. This act is what provided railroad companies with land for the infrastructure to build and expand railroads. In doing this it would allow for goods to be transported at a greater rate allowing for more capital to be made.

One specific example of how individuals pushed back against the horrors of industrialization is shown through the national grange movement. The national grange movement is the resistance of farmers against further industrialization of railroads. Railroads being built around farms, especially small farms, charged extreme high rates to transport good which put these small farms out of business. The grange movement forced states to regulate rates against farmers more efficiently and strictly.
