This is particularly relevant when citizens interact with government entities and large businesses. There is a growing movement advocating for the continued availability of analogue, non-digital versions of essential services and records. These requests are often rooted in specific philosophical or religious points of view, which prioritize human-centric interaction over mandatory digitalization.

Power Dynamics and Control in Digital Platforms

The control over modern digital platforms rarely rests with sovereign states. Instead, it resides primarily with major economic and technological actors, specifically large-scale corporations. These entities effectively set the conditions for accessing technology, regardless of the level of visibility a user or regulator might have into the systems themselves. In daily business operations and software development, decisions are made that directly impact user identity and privacy, such as the choice to use a random identifier rather than identifiable personal data. These decisions require a delicate balance between the utility for researchers and groups and the privacy of the individual.

Dark Patterns and Corporate Responsibility in Software Design

Software development frequently involves the implementation of dark patterns designed to manipulate user behavior. A prominent example is the design of the "unsubscribe" button in subscription-based services, such as Netflix-type operations. Businesses often intentionally design these buttons to be difficult to find or hard to use to prevent users from ending their monthly payments. Such practices reflect a broader culture within some tech companies where products are released into the world with the logic of ‘plotting things out to see what happens’ and attempting to fix the resulting problems only after they have occurred.

At organizations like OpenAI, current and former employees have requested an end to restrictive employment conditions that prevent them from criticizing the company. One employee who signed an open letter stated that they did not agree with the prevailing attitude of deploying software into society without first considering the long-term ethical implications, characterizing it as a reckless approach to technological advancement.

Global Frameworks for Trust and Governance

Large corporations like Microsoft and various government services, such as those in India, have begun outlining frameworks to build trust with the public. These frameworks typically prioritize several core values: human-centric design, which puts people first; human oversight of automated systems; fairness and equity in how technology is applied; and accountability for the outcomes of these systems.

There is a notable tension between regulation and competitiveness. In the United States, there is a strong desire to remain pro-innovation to stay competitive in the global AI economy, leading to a hesitation toward heavy regulation. Matt McAfee famously stated that ‘good government is no substitute for self-governance.’ This suggests that the IT industry must take it upon itself to build internal structures that ensure products are fit for purpose, taking full responsibility and accountability for the societal impact of their creations.

The Responsible Community Framework

The Responsible Community framework was developed over three years ago during a tenure at IBM. The framework was the result of extensive interviews with over 100 Chief Technology Officers (CTOs) across the Europe, Middle East, and Africa (EMEA) region. Through these interviews, CTOs expressed significant anxieties and worries regarding the impact of their work. These concerns were categorized into six broad areas of responsibility:

  1. Responsible Data Centers: CTOs were concerned with how to ensure their data centers—whether owned or cloud-based—are designed and operated with a strict emphasis on sustainability. This includes reducing the overall environmental footprint, focusing on energy consumption, water usage, and the sourcing of raw minerals.

  2. Responsible Infrastructure: This involves ensuring that the physical infrastructure within data centers is used efficiently. It requires making use of both current and future technologies and adhering to a circular economy model to ensure long-term value and waste reduction.

  3. Responsible Code: This area focuses on making conscious choices during the coding process that optimize for environmental, social, and economic impacts over time. Often, coding projects focus solely on the business function required, ignoring the broader social outcomes. Responsible code requires giving cognizance to the entire lifecycle and impact of the software being written.

Case Studies in Technology-Induced Harm

The real-world consequences of failing to implement responsible technology frameworks are illustrated by several horrific scenarios:

In the Horizon IT scandal involving the UK Post Office, a fundamental failure of IT systems led to devastating human consequences. The computer systems provided incorrect data indicating that post office workers were defrauding the system. Despite the information being false, workers were held accountable; many lost significant amounts of money, their livelihoods were destroyed, and some were even sent to jail. This case stands as a staggering example of the 'the computer says' mentality being prioritized over human lives.

Another tragic example is the case of Molly Russell. Algorithmic bias and the design of social media platforms like Instagram led to a young girl being systematically shown images related to self-harm and depression. This created a 'dark rabbit hole' of content that eventually resulted in her taking her own life. Her parents, Ian and her mother, have spoken publicly about the heartbreak caused by these algorithms. While it is unlikely that the developers of these algorithms intended for such an outcome, the case highlights the urgent need to learn from technological failures and build safeguards to prevent such tragedies from recurring.
