now MCC has 7 guidelines (party in power (1979) and election manifesto (2013))
general conduct (no activity that can cause tension; criticism not personal)
meetings and processions (local police authorities informed)
polling day (voter pass and polling officers; mismanagement etc etc)
party in power (incorporate restrictions for the party in power)
