12.1 HSSE Organisational Chart
  • Application of Project’s Organisation Chart: Responsibility is a core principle shared among all employees within the organization. Every member of the staff must not only comprehend their respective roles but also effectively implement all relevant HSSE requirements applicable to their responsibilities. This ensures a comprehensive approach to health, safety, and environmental management across all levels of the organization, thereby promoting a culture of safety and accountability.

  • Chart Adaptations: The organization chart is dynamic and can change based on specific project needs and phases. It generally adheres to the framework established in Figure 1, accommodating adjustments that reflect the evolving project environment while still maintaining clarity in reporting lines and responsibilities.

    • Key Positions:

      • Business Unit: Responsible for delivering project objectives, ensuring HSSE goals are aligned with business outputs and compliance mandates.

      • Functional Head: Leads functional teams, ensuring that HSSE standards are thoroughly integrated into daily operations and that performance targets are monitored and met consistently.

      • PMT Project HSSE Sr Manager: Plays a critical role in embedding HSSE principles within the PMT's activities, responsible for the formulation of training programs, compliance assessments, and the promotion of continuous improvement initiatives.

      • HS Officers: Encompasses various specialist roles including H&S Officers, Environmental Officers, Medical Personnel, and Training Officers, each of whom is tasked with managing their specific area of HSSE compliance, responsiveness, and proactive measures.

      • Senior Security Officer & team: Ensures the physical security and safety of personnel and project assets on site, addressing security incidents as they arise while fostering a proactive security environment through regular risk assessments.

      • Discipline Leads: Responsible for enforcing discipline-specific HSSE requirements, providing guidance and leadership within their specialized areas of expertise, thereby cultivating a culture of safety throughout the organization.

12.2 Roles & Responsibilities
12.2.1 Business Unit Functional Head of PMT
  • Accountability: Holds ultimate responsibility for the comprehensive oversight of HSSE initiatives for the project, driving performance indicators and ensuring adherence to regulatory and company-specific internal standards.

  • Approvals: Authorizes formal approval of the HSSE Plan to ensure it aligns strategically with organizational goals while fulfilling all legislative requirements.

  • Resource Provisioning: Guarantees that adequate financial and human resources are allocated to effectively implement HSSE initiatives, facilitating training, support, and operational readiness.

  • Liaison: Proactively collaborates with HSSE managers to define and refine measurable HSSE objectives, develop actionable key performance indicators (KPIs), and establish clear communication channels among project stakeholders.

  • Chairman Responsibilities: Facilitates PMT Monthly HSSE Committee Meetings, fostering accountability and driving discussions geared towards continuous improvement and safety awareness among all stakeholders.

12.2.2 PMT Function Leaders
  • HSSE Communication: Is responsible for the formal dissemination of HSSE expectations and standards to all tenderers, ensuring clear understanding and alignment with safety protocols and operational standards.

  • Contractor Assessment: Implements thorough assessments and evaluation programs designed to scrutinize contractors, ensuring they align with the PMT’s satisfaction metrics and organizational HSSE objectives.

  • Interface Coordination: Acts as a critical mediator between PMT and contractors, proactively addressing HSSE concerns and facilitating resolutions to prevent incidents and promote safety.

12.2.3 Project HSSE Senior Manager (PMT)
  • Guidance and Support: Provides essential advice and direction regarding HSSE Plan implementation, identifying necessary training for personnel, and customizing support based on operational needs.

  • Documentation Oversight: Ensures comprehensive compliance of HSSE documentation from both the PMT and contractors, verifying that all records are consistent, complete, and meet regulatory standards.

  • Audits and Inspections: Regularly organizes comprehensive management audits and inspections, meticulously evaluating compliance and effective implementation of HSSE strategies across the project spectrum.

  • Risk Management: Engages in active job planning by conducting detailed risk assessments to identify potential hazards and recommending targeted mitigation strategies to decrease risks.

  • Emergency Planning: Proposes detailed emergency preparedness plans and ensures thorough understanding and training of all team members to respond to emergencies effectively.

12.2.4 Senior H&S Officer & H&S Officer (PMT)
  • Support: Aids in the development and continuous refinement of the HSSE Plan & Procedures, ensuring comprehensive compliance checks are conducted by both PMT and contractors.

  • Incident Management: Takes lead responsibility for incident investigations, ensuring that findings are rigorously documented, and that structured corrective actions are planned and executed without delay.

  • Workplace Inspections: Conducts regular and systemic inspections to ensure that all work environments adhere to HSSE standards, quickly addressing any compliance deficiencies identified.

12.2.5 Discipline Leads (PMT)
  • HSE Leadership: Promote HSSE as an essential core value, actively engaging all team members to foster a culture of safety within their respective domains of expertise.

  • Monitoring and Reporting: Conducts frequent audits and safety observations, ensuring that insights are reported back to management to prompt necessary corrective actions.

  • Training Compliance: Ensures diligent oversight of training and orientation, confirming that all project staff and visitors receive HSSE training relevant to their roles and responsibilities.

12.2.6 Medical & Security (PMT)
  • Project Requirements: Medical and security arrangements must be tailored to specific project needs, taking into account risk levels, staffing requirements, and applicable regulations to ensure effective protection of personnel.

12.3 Contractor Management
12.3.1 Project Director & Project Managers
  • Overall Accountability: Responsible for ensuring HSSE performance is measurable and achievable while ensuring that the necessary resources are made available for effective HSSE management.

  • Legal Compliance: Enforces rigorous project management systems that ensure compliance with all relevant legal and regulatory obligations, mitigating risks associated with non-compliance.

  • Safety Culture: Advocates leading by example, visibly demonstrating commitment to HSSE practices to galvanize similar attitudes and behaviors throughout the project team.

12.3.2 HSSE Team (Contractor)
  • Personnel Requirements: Contractors are required to deploy a sufficient number of qualified HSSE personnel, including Managers, Registered Safety Officers, and Environmental Officers, ensuring expertise across all areas of HSSE.

  • Supervision: The HSSE Team is tasked with ensuring that compliance and performance standards are consistently met by both direct and subcontracted employees, conducting regular reviews to ensure adherence.

12.3.3 Site Responsible Officer (SRO) - PMT
  • Accountabilities: Monitors on-site compliance with HSSE expectations and protocol, consistently partnering with contractors to ensure alignment and adherence to established HSSE guidelines.

  • Incident Investigation: Assumes responsibility for investigating site incidents, ensuring that corrective action plans are developed and implemented promptly to prevent recurrence.

  • Resource Provision: Focuses on ensuring adequate safety measures and vigilant monitoring of compliance on-site to safeguard the health and safety of all personnel involved in the project.

12.3.4 Contractor Site Responsible Officer (CSRO)
  • Execution of Work: Ensures safe and compliant work practices are executed on-site, overseeing performance and conducting inspections to maintain HSSE integrity throughout the project lifecycle.

12.3.5 Site Supervisors
  • Supervision Duties: Supports the CSRO in providing daily safety supervision and enforcing compliance with HSSE protocols, ensuring that all activities are conducted safely and responsibly.

  • Inspections: Conducts regular and thorough inspections of work areas, identifying potential risks and recommending mitigation for hazards to maintain high safety standards.
