THE QUESTION OF: Ensuring that economic recovery plans post-pandemic are inclusive and sustainable for marginalised and small communities

SIGNATORIES:

 

The General Assembly,

Recognising the devastating social and economic impacts of the COVID-19 pandemic, particularly on marginalised and small communities, which have exacerbated pre-existing inequalities,

Affirming the United Nations' commitment to the 2030 Agenda for Sustainable Development, particularly Goals 8 (Decent Work and Economic Growth) and 10 (Reduced Inequalities),

Acknowledging the potential of technology, renewable energy, and targeted economic policies to drive equitable and sustainable recovery,

Reiterating the importance of international cooperation in addressing the global nature of post-pandemic recovery challenges,

  1. Encourages Member States to prioritise inclusive economic recovery policies that specifically address the needs of marginalised and small communities, including women, youth, ethnic minorities, and rural populations;

  2. Recommends the establishment of a Global Post-Pandemic Recovery Fund under the auspices of ECOSOC to provide financial support, technical assistance, and capacity-building initiatives to vulnerable communities:

  1. Funds to be allocated towards projects focusing on renewable energy, small-business development, and social services in underserved regions;

  2. Emphasis on public-private partnerships to enhance innovation and scalability.

    1. Calls for increased investment in digital infrastructure and education to ensure marginalised communities can access technological tools and skills essential for modern economic participation;

    2. Urges Member States to integrate green and sustainable development practices into their recovery plans, such as transitioning to renewable energy, promoting circular economies, and fostering sustainable agriculture, to ensure long-term environmental and economic resilience;

    3. Supports initiatives to strengthen micro, small, and medium-sized enterprises (MSMEs) through access to low-interest loans, grants, and entrepreneurial training, particularly for women and minority-owned businesses;

    4. Recommends the creation of global monitoring mechanisms to ensure transparency and accountability in the implementation of inclusive recovery policies, with input from civil society organisations and local stakeholders;

    5. Invites partnerships between nations with advanced technology and developing nations to share innovations that promote sustainable growth, focusing on health, education, and energy sectors;

    6. Suggests that Member States submit annual progress reports on their economic recovery plans, highlighting best practices and lessons learned to foster knowledge sharing within the international community.
