Objective
Ensure quality and safety of agricultural and fisheries machinery through regulation.
Strengthening regulations via:
Development and enforcement of performance standards
Regular testing and evaluation
Registration and accreditation of suppliers and manufacturers
Testing Standards
All machinery and equipment must pass testing by AMTEC before being sold.
Testing requirements include quality performance standards.
A certification registry is maintained by BAFE.

Goals:
Establish an accessible and competent accreditation scheme for testing centers.
Set criteria and minimum requirements for testing centers.
Encourage involvement from private sectors and higher education institutions.
Accredited Testing Centers
Definition: Entities with capabilities to test or measure agricultural and fishery machinery.
Criteria for Accreditation
Must be a private or government entity, or HEI.
Must employ at least one test engineer.
Must have the necessary facilities and equipment.
Must comply with PNS/PAES standards.
Must have a quality assurance system.

Definition of Terms
Testing: Systematic assessment of machinery performance.
Evaluation: Assessment relative to standards.
Test Engineer: A licensed engineer trained in the testing and evaluation of machinery.
Testing Advisory Committee
Comprised of representatives from key agricultural and engineering agencies to oversee improvements in accreditation processes.
Responsibilities include reviewing and recommending certifications.
Certification of Test Engineers
Qualifications
Registered Agricultural Engineer with valid PRC ID.
Relevant training/experience in testing.
Proficient in English.
Knowledge of PNS/PAES standards.

Educational Background: 10%
Work Experience: 20%
Training: 20%
Examination: 50%
Total Score: 100%
Examination Guidelines
BAFE conducts exams semi-annually; requires a minimum score of 50% for junior test engineers.
Machine Testing Categories
Lists various categories including tractors, harvesters, postharvest machines, and processing machines.
Renewal and Revalidation Conditions
Certification valid for 3 years; re-evaluation required for underperformance in tested machines.
