Her lady friends get French lesson for 18 pence an hour from a real French gentleman, however since Professor Higgins is teaching Eliza her mother tongue language she is willing to pay a shilling which is equivalent to 12 pence. We can say that she is paying him that amount because she already knew English unlike French which is an entirely different language.

Higgin is planning to make her more lady-like, speak more beautifully, basically experimenting to see whether he can turn her from a country-side girl to a more well spoken and well behaved He has planned to make her entered the Buckingham Palace.
