- The existing airport has VFR facility for ATR-72, often resulting in flight cancellations due to bad weather, affecting AAI's image.
- Existing Facilities
- Keshod Airport is operational, belonging to AAI, with an area of 450.24 acres.
- The runway is 1371 x 45 M, suitable for ATR-72 aircraft.
- Present Proposal
- Development is planned to cater to growing air passenger needs.
- AAI has approximately 450.24 acres and has requested an additional 205 acres from the State Govt. of Gujarat.
- Includes a new domestic terminal building, parking, ATC tower, fire station, electrical sub-station, approach roads, ancillary structures, and associated electrical works.
- Landside facilities: parking area, service road, landscaping, passenger kerb area, and utility block.
- Building architecture to incorporate local context: geography, landmarks, culture, art and architecture.
- All structures and facilities within the battery limit drawing are covered under the EPC contract.
- Dimensions in drawings are minimum; any variation due to architectural/design requirements is included at no extra cost.
- Design Objectives
- For the public: Attractive image, positive urban design impact, distinctive corporate image, links to parking, safeguards from noise and air pollution.
- For the operator: Ease of use in different conditions, quality workplace, manageable facilities, minimized manning levels, flexible circulation, upgradable services, advertising space, and phased construction ability.
- For the passengers: Safety, time efficiency, quality materials, security, weather protection, comfort (fresh air, environmental control), and easy access for passengers with reduced mobility.
Proposed Facilities Description
- To cater to the growing needs of air passengers, a new domestic terminal for 800 PEAK HOUR PASSSENGER has been proposed.
- Associated facilities on landside such as parking area, service road, landscaping and Utility block etc. are included.
- Building architecture shall have a local context with reference to its geography, landmarks, culture, art and architecture.
- Dimensions given in drawings are minimum and variations due to architectural/design requirements are covered without extra payment.
- Landside Infrastructure: All facilities mentioned in master plan/battery limit drawing are covered under the EPC contract. Dimensions are minimum.
- Ancillary buildings/Associated facilities shall be as under:
- ATC Tower cum Technical Block: Space provision, General Guidelines and General Recommendations for CNS, ATM & MET Departments to be made as per approved committee report; Design and location made to ensure that there is clear and unhindered line of sight of the threshold and final approach of RWY as per sighting criteria; NOC for height clearance.
- Fire Station: The requirements of fire station of Category –VII shall be in accordance with Fire Manual 2015; NOC for height clearance.
- Utility building: This shall house the Electric sub-station, DG Room, AC Plant room, office floors at the Ground level along with Sewage treatment Plant, Pump Room etc.
- UG Tanks: Underground water tanks for storage of Rain water, Raw water, potable water, flushing, irrigation, fire-fighting etc. including pump room and water treatment plant.
- Service tunnel: Underground tunnel connecting the Terminal Building with ESS building for running of all utility services.
- The dimensions given in the battery limit drawing and subsequent drawings is minimum.
- Miscellaneous work: Provision of all civil and electrical works including development of adjoining area for installation of DVOR as per Master Plan; NOC for height clearance of all buildings/ structures prior to start of construction work; Provision for solid waste management system in order to comply with solid waste management rule 2016; All dimensions are based on Auto CAD Drawing and are subject to minor modifications as per survey and site conditions.
Planning Parameters
- Domestic Passenger Terminal Building:
- Terminal plan: Arrival and departure planned at ground and first floor, with fixed link bridge and arrival corridor at first floor.
- Departures: Check-in hall, passenger screening at ground floor & security hold areas (SHA), retail/concession areas at ground & first floor.
- Arrivals: Passengers enter through PBB/Aerobridges and Bus gates; amenities along with baggage reclaim conveyors concourse are planned.
- Boarding gates: 2 boarding gates at departure level with ramp access to aero bridges.
- Remote boarding: Bus gates/lounge at ground level reached via stairs/lifts/escalators from first floor.
- Baggage handling: System planned at ground floor (civil structures, cut-outs, power points, tray etc. are included).
- External concourse: Space between building façade and pick up kerbs (below canopy).
- Canopy: Main terminal building roof continues over concourse and drop off areas.
- Service access: ESS block is proposed having services i.e. Electric substation, AC Plant, and nearby CCR, STP, WTP, Under-ground tanks and pump rooms.
- Car Parking: Surface parking planned for private cars, buses, taxis, staff cars, and two-wheelers for AAI and airlines staff.
- Front Canopy: Over passenger alighting area.
- Level of Service (LOS) to be maintained as per Aviation standards.
Building Design
- Domestic Passenger Terminal Building:
- Departure floor: At ground floor level +0.150 m (apron level assumed as ±0.0, Tentative RL of Apron may be considered as 47.505 m for reference purpose) accessible through road networks with check-in area, Security hold area, counters for retail shops, Food & Beverages (F&B), Lounge, Smoke Room, Toilets etc. has been proposed. 2 entry gates, 12 check-in counters, security check.
- Mezzanine Floor: This is provided at +4.2 m level. In this area space for airline offices, VIP lounge and Toilets are proposed.
- Arrival floor: At +0.15 m level (apron level considered as ±0.0) with baggage reclaim area with 2 baggage carousels, space for concessionaires, storing of baggage trolleys, storage of mishandled baggage for airlines, segregation railing, Baby Care, Smoke room, Data Centre, Other Services, Kitchen etc. Building Grid: Structural grid as shown in drawings, RCC framed structure with structural steel truss to support roofing and façades (at required locations); separation joints provided between driveway and building. External dimensions and grid spacing are final and without deviation. Building Views: Exterior depicts “Design intent”. Contractor maintains same during design. Building Finishes: As per schedule of finishes. All dimensions are based on Auto CAD Drawing and are subject to minor modifications as per survey and site conditions. All the structures and facilities are covered under the scope of the EPC contract.
Functional Requirements
- All design parameters as per the design drawings have to be maintained. The EPC contractor shall develop the design further at “Detailed design”.
- Fire & Life Safety:
- Building classification: The Passenger Terminal Building is classified under D-3 Construction as per NBC 2016- Part 4 and ATC tower is classified under E-5 as per NBC 2016- Part 4.
- All the parameters as per NBC 2016- Part 4 has to be followed.
- Metal fire escape staircase (minimum 02 nos.).
- Security:
- All security and safety systems/ elements as per BCAS requirements shall be provided in the design.
- Heavy duty stainless steel fixed bollards at the arrival and departure forecourt, security morchas at required locations as per architectural drawing.
- Finishing works:
- The schedule of finishes is room-wise and will be found in Volume II part 2 of 3 SCF-1.
- Construction specifications for all the floors has to be followed.
- At original ground:
- Finish: As per finishing Schedule
- Screed Concrete: 75mm thick M-15 Grade Cement concrete using 12mm down aggregate

Requirements of Pantry
- Cabinets: Yes.

- Stainless Steel AISI 304 (18/8) Kitchen sink as per IS 13983 with drain board: Yes.
- Built in cupboard with shutters of 18mm thick pre-laminated decorative particle board below cooking platform as per architectural design: Yes.
- 25mm thick pre-laminated non-decorative particle board/plywood shelves in tiers up to 210mm height, covered with pre-laminated decorative particle board shutters along one wall as per architectural design: Yes.
Miscellaneous
- Separation Joint:
- Proprietary pan type architectural joint cover assembly including vapor and fire barrier in public circulation areas. Finishing material within pan to be same as adjacent flooring.
- Floor Joint: Expansion joint system related with floor location as per drawings and direction of Engineer-In-Charge. System will be of extruded aluminium base members, self-aligning / self centering arrangement and support plates (ASTM B221-02) to accommodate multi directional seismic movement. (Material shall confirm to ASTM 6063).
- Wall Joint: Expansion joint system related with wall joint (internal/ external) location as per drawings and direction of Engineer-In- Charge. Uses extruded aluminum base members, self-aligning / centering arrangement, and support plates (ASTM B221- 02). (Material shall confirm to ASTM 6063).
- Roof Joints: Expansion joint system for various roof locations as per approved drawings and direction of Engineer-In-Charge. The joints shall be of extruded aluminium base members with, self-aligning and self centering arrangement support plates asper ASTM B221-02. (Material shall confirm to ASTM 6063.).
- Control Joints in Flooring:
- Stainless steel control joints not less than spacing of 5 mtr. in either direction in large open areas.
- Guard Rails:
- 250 mm high Stainless-Steel guard rails at the bottom of all wall/Column cladding, glass partitions, around isolated columns and external glazing in public areas.
False Ceiling
- Perforated Metal Ceiling
- 300mm wide Perforated + NWT( Non-woven textile) - Providing & Fixing of 300mm wide perforated 2.0 mm diameter 5mm c/c pasted with NWT.
- Approved System: metal ceiling panel should be serviceability advantage by having 100% removable without tools. The panel ends are raised up to 29 mm. The panel about each other with a narrow V groove. Panel shall be clipped to a backed enamelled Aluminium panel carrier of 41.5 mm wide x 62 mm deep x 0.95 mm thick in standard length of 5 mtrs. made of double baked enamelled Aluminium magnesium alloy AA5052 black with cut outs to hold panels module of 300 mm and at distance of 2.4 mtrs.
- Level: All the panels should be fitted to ensure accurate positioning & level of the ceiling system as per the site/architectural requirements.
- General Suspension System: : The panel ends are raised up to 29 mm. The panel about each other with a narrow V groove. Panel shall be clipped to a backed enamelled Aluminium panel carrier of 41.5 mm wide x 62 mm deep x 0.95 mm thick in standard length of 5 mtrs. made of double baked enamelled Aluminium magnesium alloy AA5052 black with cut outs to hold panels module of 300 mm and at distance of 2.4 mtrs. the carrier shall be suspended by means of GI suspension rod 4mm diameter and suspension clip at 1.3 mtr. distance.
- Finish: Aluminium panels chromatised and enamelled with primer and finish and coil-coated through pre-treatment stages with oven baking.
- Fire Performance: Tested to BS476:part 23: 1987: clause 5 and DIN 4102, part 2.
- Quality Assurance: BSI ISO 9001:2015, CII, German DIN 4102, BS476:part 23: 1987: clause 5.
- Acoustic Performance: perforated panels with NWT enhancements.
- Unperforated Metal Ceiling External
- 300 mm wide un Perforated metal ceiling - Providing & Fixing of 300mm wide with corrosion resistant Aluminium Magnesium Alloy metal ceiling consisting of panel 300m wide x 30 mm deep x 0.7 mm thick with bevel edge having panel length up to 6 mtrs. coil coated on a continuous paint line, Double baked and roll formed for higher straight and good roll forming characteristics in wooden finish Colour.
- Approved system metal ceiling panel should be have serviceability advantage by having 100% removable without tools.
- General suspension system: panel clipped to backed enamelled Aluminum panel carrier, suspended by GI suspension rod.
- Green-pro certification: certified by Indian Green Building Council (IGBC) and ISO 9001: 2015 Quality Management System Certification.
- Fire performance: tested to BS476:part 23: 1987: clause 5 and DIN 4102, part 2 rating F30 AB.
- Quality assurance: BSI ISO 9001:2015, CII, German DIN 4102, BS476: part 23: 1987: clause 5.
- Warranty certificate: Manufacturer should submit the warranty certificate for the minimum 10 years.
- Baffle Ceiling
- Providing and fixing Baffle Aluminium panel ceiling with 50 mm width X 150 mm deep using 0.6 mm thick at the spacing center to center 150 mm, panel length upto 4 mtr
- Approved system: Main Runners: 24mm deep, inverted “Tee” sections, 3.6m long, with factory punched flanges to receive torsion spring assembly. Main Tee on center spacing to match panel length.
- General suspension system: Torsion Spring panel with two side legs die formed and two end legs die formed and punched to receive torsion springs (min two springs each end or side) for secure engagement into Tee Grid main runners which are factory punched to receive torsion springs. Planks will be square edged. The metal ceiling panels shall be downward accessible with a minimum of four (4) torsion springs per panel. The Plank shall be Polyester powder coated in White Finish.
- Level: All the panels should be fitted to ensure accurate positioning & level of the ceiling system as per the site/architectural requirements.
- Provision for light and other fittings The panels will be cut on site for the provision of light fixtures and other fittings as per the directions of the Engineer-in charge.
- Green building certified by Indian Green Building Council (IGBC) and ISO 9001: 2015 Quality Management System Certification.
- Quality assurance: BSI ISO 9001:2015, CII , Class A1 according EN 13501-1
- Warranty certificate: Manufacturer should submit the warranty certificate for the minimum 10 years.
Cladding
- Column Cladding: Aluminium composite panel and stainless-steel cladding in skirting in the passenger terminal building.

- Plumbing and sanitary fixtures as indicated in the drawing.

- White Rimless wall- hung European WC with Concealed Flushing Cistern with half frame, dual flush (flow rate 2.0/4.0 LPF) in Passenger Toilets in Terminal Building.
- White China urinal with electrical/battery operated concealed automatic flushing system (flow rate 0.5 LPF) in Staff Toilets Utility Building Toilets, Driver Canteen Toilet.
- CP Towel Rail in All Toilets.
- CP Brass pillar cock with aerator and auto stop.

Internal Glazed Partitions
- Schedule of internal glazed partitions includes brief descriptions for three types of partitions (TYPE 01, TYPE 02, and TYPE 03) with varying heights (Upto 2400 mm, Upto 3000 mm, and Upto 6000 mm, respectively).
- These partitions consist of clear structural inter layered laminated glass panel partitions with either glass bead blast stud fittings or steel plates fixed to RCC slab/floor using mild-steel galvanized base plate and anchor fasteners.
Performance Requirements
- Glass panel partitions shall be tested by a qualified testing agency acoustical performance:
- laboratory sound- transmission loss performance according to ASTM E90, determined by ASTM E413, and rated for not less than STC indicated.
- Glass Panel Partitions
- Fixed Glass Panel Partitions: Framed glass panel partition with sliding / openable doors, with perimeter channel frames, butt-glazed dry joint and framed joints between panels.
- Sound Transmission Class (STC), ASTM E 90 and Outdoor-Indoor Transmission Class (OITC), ASTM E 1332:
- Framed partition with 13.52 mm thick laminated glass: STC 35; OITC 32.
- Framed partition with 12.0 mm thick clear toughened glass.
- Sliding/openable door with 13.52 mm thick laminated glass: STC 18; OITC 18.

- Partition Frames: Aluminium extrusion as per manufacturer.

- Gypsum Partitions
- 75 mm overall thickness partition with 12.5 mm thick double skin fire rated Glass Reinforced Gypsum (GRG), plaster board conforming to IS: 2095: (part 3) 1996 (Board with BIS Certification marks) partition upto ceiling height consisting of G.I. frame and required board.
Glass Panels and Doors
a) Glass Panels, General: Provide glass panels that comply with 16 CFR 1201, Category II requirements for safety glazing. Permanently mark glazing with certification label of the SGCC.
- Glass and Door Panel Thickness: Thickness required for size of panel based upon manufacturer's written recommendations, but not less than 12 mm. b) Fully Tempered Clear Float Glass / Fully Tempered Ultra clear (Low-Iron) Float Glass/ Fully Tempered Tinted Float Glass shall conform to ASTN C.1048
c) Laminated Fully Tempered Clear Float Glass conforming to ASTM C1172; consisting of two plies of 6 mm. thick glass with interlayer of 1.52mm thick clear polybutyral; unit thickness 13.52mm.
Doors
- Accessibility Standard: Comply with applicable provisions in ADA-ABA Accessibility Guidelines for Buildings and Facilities. b) Doors: Glass panel matching partition panel material and thickness, of size indicated on Drawings. c) Sliding Door Track: Extruded Aluminium track integral with partition frame, configured to pocket door edge in brush-lined channel, designed for operation, size, and weight of glass panel door, with factory-finished head closure trim and seals as required for acoustical performance indicated. d) Door Panel Carriers: Trolley system designed for operation, size, and weight of glass panel door, with ball-bearing wheels.
Materials
a) Aluminium: ASTM B221M with strength and durability characteristics of not less than Alloy 6063-T5. b) Stainless Steel: ASTM A666, Type 304.
450 mm Finished Floor Height (FFH)/ 600 mm Finished Floor Height (FFH) removable raised/false access flooring 450 mm Finished Floor Height (FFH)/ 600 mm Finished Floor Height (FFH) removable raised/false access flooring with system and its components of approved make for different plenum height with possible height adjustment upto 50 mm, comprising of modular load bearing floor panels supported on G.I. rectangular stinger frame work and G.I. Pedestal etc..
Railing System
- All material shall be of SS 304 grade with 240 grit satin polished Stainless Steel conforming to AISI 316 only. All visible edges of the glass shall be machine polished. - No welding of SS pipes will be allowed and work shall be done by a specialized agency on modular and component basis as per design specifications. - Thickness required for Glass railing shall be based on the design requirements and manufacturer's written recommendations, but in any case, not less than 12 mm thick.
Staircase Glass Railing in Passenger Terminal Building
Railing shall consist of 50 mm dia. SS handrail, 38 mm dia. SS Baluster, with glass infill of thickness 13.52 mm (5 mm toughened glass + 1.52 mm Ultra Clear PVB Layer + 5 mm toughened glass) and fixed to finished surface as per drawings appended below:
Staircase, Floor Mounted and Ramp SS Railing 1000 mm above Finished Floor Level
Made from 50 mm dia SS Handrail, 5 nos. 22 mm dia SS Mid Rail, 54 x 12 mm thick SS plate upstand fixed to finished floor as per drawings appended below: Locations:
i) Staircase Railing in Passenger Terminal Building. ii) Area segregation railing in Passenger Terminal Building. iii) Fixed link Bridge Railings. iv) Fixed link Bridge Ramp Railings. v) Other Ramps Railings for PRM. vi) Staircase connecting Arrival to Mezzanine & Arrival to Departure.
SS Trolley Fender
SS Trolley Fender made from 60 mm dia. SS SKIRT Rail (Brush Finish) welded to SS upright of size 12 x 70 mm welded to base plate and embedded in escutcheon plate as per drawings appended below: Location: Along all side of structural glazing, glass partitions, column cladding in Passenger Terminal Building.
Wall Mounted Hand Rails:
One number SS hand rail minimum 50mm OD mounted on wall at 900mm/as site above FFL with an architecturally profiled neck bracket made out of SS plate, SS cover plates etc. fixed on the RCC / Masonry wall with anchor fastener as per drawings as appended below
Staircase nosing:
3 mm wide and 5 mm high SS Strip along with half round moulding shall be provided to all staircases in Passenger Terminal Building as per drawing appended below:
SS Bollards:
SS Bollards made from 100 mm dia. SS Post and 750 mm high above finished floor level shall be provided as per drawing appended below on ground level in front of Terminal building on Kerb area at a distance of 900 mm c/c all along the length and width of Kerb area as per BCAS requirement.
