Referee: The main official responsible for enforcing the rules of the game and ensuring fair play.

Assistant Referee: Supports the referee by monitoring player actions and signaling any infractions.

Scorer: Keeps track of the score, substitutions, and timeouts during the match.

Line Judge: Assists in determining whether the ball is in or out of bounds on the sidelines and helps enforce rules related to net violations.

Libero: A specialized defensive player who can replace any back-row player without prior notice, and is often responsible for receiving serves and playing defense

Assistant Referee: Supports the referee by monitoring the play and making calls on their side of the court, including serving faults and player rotations.
Scorer: Responsible for keeping track of the match score, recording substitutions, and managing the match sheet to ensure all statistics are accurately documented.

Line Judge: Assists the referee by monitoring the boundary lines, calling if the ball is in or out, and ensuring that players follow proper service procedures.

Composition of Officials

  • First Referee

  • Second Referee

First Referee Responsibilities

Location

  • Stands on a referee's stand approximately 50 cm above the net

Authority

  • Directs the match from start to end

  • Decisions made by the first referee are final

  • Has the power to overrule the decisions of other officials

  • Can replace members of the officiating team if necessary

  • Controls the work of ball retrievers, floor wipers, and moppers

Additional Authority

  • Responsible for all matters involving the game

  • Does not permit discussion about his/her decisions

  • Ensures that playing area, equipment, and conditions meet requirements

Responsibilities of the First Referee

  • Inspects playing area and equipment prior to the game

  • Performs the toss with team captains

  • Controls teams' warm-up activities

  • Issues warnings and sanctions to teams as necessary

Decisions Made by the First Referee

  • Faults committed by the server and serving team

  • Faults in playing the ball

  • Faults occurring above the net and faulty contacts at the net

  • Faults committed by libero and back-row players

Additional Decision-Making

  • Completing attacks on the ball above the net by players

  • Ensuring the ball crosses completely below the net

  • Block completion by back-row players or libero's attempts

  • Faults related to court crossings or contacting antennas

  • At the end of the match, checks and signs the score sheet

Second Referee Responsibilities

Location

  • Stands outside the playing court near the post opposite of the first referee

Authority

  • Assists the first referee

  • Replaces first referee if necessary

  • Can signal faults without whistling, but cannot insist on them

  • Controls the scorer's work

  • Supervises players on the bench, reporting misconduct

Additional Authority

  • Controls players in the warm-up area

  • Authorizes regular game interruptions

  • Supervises time-outs and substitutions, reports specific time-outs to first referee

  • Grants recovery time in case of injuries and checks ball conditions

Responsibilities of the Second Referee

  • Confirms player positions correlate with lineup sheets

    • At start of each set

    • When changing courts in deciding set

  • Makes decisions regarding penetrations into opponent's court

  • Addresses positional faults and contacts with the net

Additional Responsibilities

  • Addresses completed blocks or attempted blocks by back-row players or liberos

  • Reports if the ball crosses the net outside the crossing space

  • Checks and signs the score sheet at the match conclusion

Scorer Responsibilities

Location

  • Positioned at the scorer's table opposite the first referee

Match Responsibilities

  • Fills in the score sheet

  • Works in cooperation with the second referee

  • Records match data and teams' starting line-ups

  • During the match:

    • Records points scored

    • Controls service order and indicates errors

    • Acknowledges substitution requests and records time-outs

    • Notifies referees of game interruptions and announces end of sets

    • Records misconducts and any other instructed events

    • Controls intervals between sets

End of Match Responsibilities

  • Records final results

  • Allows team or game captain to write protests on the score sheet

  • Signs the final score sheet along with the signatures of team captains and referees

Line Judges Responsibilities

Location

  • Positioned at the following locations:

    • L1, L2, R1, L3, R2 (as applicable)

Responsibilities

  • Use flags (40cm x 40cm) for signaling:

    • Ball "in" and ball "out"

    • Touching of out balls by teams

    • Balls touching the antenna, served balls, and third hits outside crossing space

    • Stepping outside of the court during service hits

    • Faults of the server, including foot faults

    • Indicating if the ball crossing outside the crossing space or touching antenna
