20 CPD UNITS SEMINAR (INCLUSIVE EDUCATION BATCH 3 AND SBM) - Groups - Facebook
Introduction
Dr. Felipa C. Mantos led the online training seminar on monitoring and evaluating school performance, in collaboration with Dr. John Axel Laiase Cortez. The session emphasized the importance of involvement for effective learning and improving education outcomes.
Importance of Involvement
Dr. Mantos emphasized a quote from Confucius that highlights the significance of active participation: "Tell me and I forget. Teach me and I may remember. Involve me and I will learn." Engaging all stakeholders, including learners, in educational processes fosters a deeper understanding and contributes to their growth.
Emotional Development and Relationship Building
Oxytocin's Role: Closeness, consistency, and trust in relationships promote oxytocin release, facilitating positive brain development.
Relationship Building: Teachers are encouraged to foster strong relationships with their students, viewing them as individuals and acknowledging their needs. Daily greetings and community discussions help in building trust and rapport.
Vulnerability: Teachers sharing their challenges with students can strengthen connections and enhance student engagement. When students perceive their teachers as relatable, they are more willing to participate and learn actively.
School-Based Management (SBM)
Definition: School-based management involves decentralizing decision-making authority from higher levels of administration to individual schools, allowing them greater control over their operations, budget, personnel, and curriculum.
Key Aspects:
Budget: Financial management of education resources.
Personnel: Involvement of teachers and administrative staff in decisions.
Curriculum: Empowering schools to design curricula that suit their unique contexts.
Stakeholder Involvement: Effective SBM requires the involvement of teachers, parents, and community members, leading to a more supportive learning environment that is responsive to students' needs.
Indicators and Principles of SBM:
Four Indicators: Leadership and governance, curriculum and instruction, accountability, and continuous improvement.
Four Principles: Align with the indicators and include leadership and governance, curriculum and learning, accountability, and resource management. Together, these indicators and principles guide SBM practices and improve educational outcomes by promoting shared responsibility.
Monitoring and Evaluation (M&E)
Importance of M&E: Monitoring and evaluation are critical for assessing the effectiveness of school programs and ensuring accountability.
Benefits of M&E:
Helps identify problems early.
Ensures resources are utilized effectively.
Promotes organizational learning from mistakes.
Facilitates data-driven decision making.
Enhances transparency and accountability.
M&E Framework: Developed in alignment with Republic Act 9155 and 10,533 to ensure effective governance of basic education, M&E supports the government in tracking educational progress and accountability.
Key Performance Indicators (KPIs)
Definition and Importance: KPIs are measurable indicators used to evaluate the success of educational projects and programs, facilitating informed decision making and identification of areas needing improvement.
Types of KPIs:
Output KPIs: Measure the quantity of outputs generated.
Outcome KPIs: Track immediate changes in knowledge and behavior.
Impact KPIs: Evaluate long-term effects on the community.
Efficiency KPIs: Assess cost-effectiveness and efficiency of project activities.
Quality KPIs: Measure quality of services offered.
Financial KPIs: Gauge financial performance.
Stakeholder KPIs: Evaluate stakeholder satisfaction and engagement.
Developing KPIs: Involves setting clear goals, identifying indicators, ensuring feasibility, prioritizing key factors, and establishing data collection and analysis plans.
Conclusion
Key Performance Indicators (KPIs) play a vital role in monitoring and evaluating school programs' effectiveness. They help in tracking progress towards goals, identifying improvement areas, and support informed decision-making essential for enhancing educational outcomes. The collaborative effort involving all stakeholders is crucial to properly implementing SBM and M&E processes. Dr. Mantos closed the seminar with a call to action—"Let our students learn, and nobody will be left behind," underlining the goal of education in transforming lives and society.
