History of Flight
- Humans have observed birds and attempted flight since prehistoric times, often misunderstanding the biomechanics (e.g., wing flaps, variable camber, spoiler-like feathers)
- Thousands of failed attempts ("bird-men" jumping from cliffs) raised key aerodynamic questions
- Leonardo da Vinci (1500s)
- Filled notebooks with ornithopter sketches [Figure 1-1]
- Fixated on bird-like wings ➔ designs were aerodynamically flawed
- Robert Hooke (1655) concluded that human muscles are insufficient; artificial propulsion required
- Balloon era
- 1783 Montgolfier brothers: first manned hot-air balloon (23-min flight)
- 1783 Jacques Charles: first manned gas balloon (10 days later)
- Limitation: only solved lift; lacked controllability
- Kite influence
- Chinese kites (≈2000 years history) used for observation, signaling, wind testing ➔ revealed lift & control concepts
- Sir George Cayley (1773-1857) – “Father of Aerial Navigation”

Early U.S. Commercial Flight Experiments

- Public auction: A. C. Pheil paid 400 for 1st ticket (first paying passenger)
- Inaugural flight 1extJan1914; 21 mi in 23 min (headwind); return 20 min
- Operated 4 months, carried 1,205 passengers, fare 5/person or 5/100 lb cargo
- Proved commercial viability of passenger air travel
World War I & Airmail Foundations
- WWI expanded aircraft roles: reconnaissance ➔ fighters, bombers, trainers
- Army-Post Office agreement (1918) ➔ pilots trained via airmail flights

Air Commerce Act of 1926

- Establish/operate airways & nav-aids (radio beacons, lighted airways)
- Aeronautics Branch created within Department of Commerce

Bureau of Air Commerce & Early ATC
- Aeronautics Branch renamed Bureau of Air Commerce (1extJul1934) [Figure 1-9]
- Encouraged airlines to establish first 3 ATC centers along airways; bureau assumed operations in 1936
- Early controllers used maps, chalkboards, mental math
Civil Aeronautics Act of 1938
- Created independent Civil Aeronautics Authority (CAA)
- Regulated airfares & airline routes
- President F. Roosevelt split CAA into:
- Civil Aeronautics Administration (still under Commerce): ATC, certification, rule enforcement, airway development
- Civil Aeronautics Board (CAB): safety rulemaking, accident investigation, economic regulation

Airline Deregulation Act of 1978
