  1. All operators licenses expire in the month of September 30th every EVEN numbered year

  2. All salon and school licenses expire in July 31st of every ODD numbered year

  3. An EPL is an Experienced Practicing Licensee

  4. EPL is a person who holds a license for at least 3 years

  5. Every salon must be managed by a EPL

  6. You dont need a license to own a salon

  7. Cosmetology and Hairstyling EPL may manage all kinds of salons

  8. The State Board of Cosmetology and Hairstyling is a part of the Division of Consumer Affairs

  9. School, salon and operator licenses are renewed BIENNIALLY

  10. Biennially means every two years

  11. If you have a license from another state you may not work in NJ until you achieve a NJ license

  12. Barbers cannot offer waxing, tweezing, manicuring or makeup services but a cosmetologist may offer all services including shaving and beard trimming

  13. There can be a range of 7-11 members at any given time in the State Board of Cosmetology and Hairstyling

  14. Sales representatives and various Beauty Product Demonstrators not required to hold a Cosmetology license

  15. Senior students can legally work in salons and perform all services within the scope of the license if they have completed all hours of training and obtained a doctors physical and has applied for and received a student permit

  16. After graduation from school and proof of passing the written exam, you may apply for a temporary permit which is valid for no more than 120 days pending for test date and results

  17. Temporary permits are not renewable

  18. When reporting to State Board for your exam you are required to bring a photo ID

  19. Written exam fee is valid for one attempt and Practical exam fee is valid for two attempts

  20. Shop licenses must be renewed within 90 days of expiration or a new initial application will be necessary

  21. 30 day advanced notice to the state board is required if the salon EPL is going on leave or on vacation

  22. The minimum age requirement to apply for a Cosmetology license is 17 years old

  23. The minimum age to become a teacher is 18 yrs old

  24. To be eligible to take the licensing exam you must complete either 1200 cosmetology, 399 manicuring, 600 skin care, 900 barbering

  25. State Board of Cosmetology and Hairstyling only recognizes 2 classifications of student: Juniors and seniors

  26. Student Registration Cards are issued from State Board of Cosmetology

  27. In order to apply for the licensing exam you must have a money order for current fee, completed the required hours, two photos, high school diploma or equivalent, physicians exam stating that you are free from communicable diseases, passing grade for theory exam

  28. There are two parts to the exam process: the written exam and the practical exam

  29. Written exam: must have a passing grad of 75% or higher to proceed onto the practical practical exam: both parts must have passing grade to achieve license

  30. Senior permit is valid only until the day you graduate. Yoh may not legally work after graduation until you apply and receive a temporary license

  31. A barber may obtain a cross-over license by taking the Cosmetology and Hairstyling Exam. If they fail they must return to school and complete 500 hours of training before retaking the exam

  32. Lost or destroyed licenses may be replaced by appearing in person at the Board Office with the following: two forms of identification, the required fee, a notarized affidavit indicating the circumstances

  33. State Board Inspector are able to make salon ot school inspections at any time

  34. The minimum square foot of a salon is 350 square feet for the first 2 working stations and 59 additional square feet for each additional station

  35. To obtain a teachers license you need a cosmetology and hairstyling license, successfully complete 30 clock hours of a Methods of Teaching Course, obtain a physician’s exam, provide proof of at least 6 months salon experience, be at least 18 years of age, successfully pass both written and practical NJ State Board Teachers Exam

  36. An operator’s license is not valid until it is signed and a picture is attached

  37. The minimum educational requirement for the license is the possession of a highschool diploma or equivalent

  38. Ancillary services such as tanning, electrolysis, and ear piercings is permitted in hairstyling shops bu appropriately trained individuals. They are prohibited in nails salons or skin care specialities shop

  39. After each and every use all tool and utensils applied directly to patron must be cleaned and sanitized as followed: cleaning thoroughly with a mild alkaline detergent, rinsing all instruments with tap water after cleaning, processing all instruments with a chemical disinfectant registered by the EPA and labeled as being tuberculocidal and effective against HIV and HPV, follow the manufacturer directions for dilution rates and use of chemical disinfectants, store clean instruments in a dry sanitizer, discard all emery boards and porous implements that cannot ve sanitized after use

  40. The following practices are prohibited in licensed shops: smoking by an operator or client while services are being performed, chair or booth rental, body piercing, application of permanent makeup or tattooing, the use of products containing methyl methacrylate monomer, the use of a credo blade, skin scraper, lancet or any other comparable instrument, threading, eyebrow/ eyelash tinting, eyelash perming, Brazilian waxing

  41. If you are found in violation of any act of regulation you may be liable to a civil penalty of not more that 10k for the first offense and not more than 20k for the second and each subsequent offense

  42. Chemical disinfectants must be effective against HIV and HPV
