New Business
Focus on: Comprehensive Plan Update
Launching a comprehensive update, previously managed by an external consultant.
Consultant terminated due to poor communication—based out of state.
Decision to manage most of the update in-house, along with hiring consultants for:
Transportation Element: Requires specialized modeling.
Climate Change and Resiliency Element: Guidance from a consultant.
Briefing on Comprehensive Plan
The Comprehensive Plan: Umbrella plan for all city planning and codes.
Intent: Set long-term vision (20-year plan) and facilitate annual revisions as needed.
Required comprehensive updates every 10 years.
Elements Required per Washington State Growth Management Act (RCW 36.70A.070)
Mandatory elements required in Kentucky:
Land Use
Housing
Capital Facilities
Transportation
Utilities
Economic Development
Parks (optional as not fully funded)
Climate Change and Resiliency (newly mandated)
Land Use Element:
To include population housing projections, zoning changes, land use strategies.
Will also address Wildland Fire Strategies and Nonmotorized Transportation (emphasis on health and well-being).
Housing Element
Lead: Drew
Recent legislation focused on affordable housing, necessitating updates in:
Accessory Dwelling Units (ADUs): Up to 2 ADUs per residential lot now mandatory.
Strategies to combat displacement of low-income residents focused on housing maintenance subsidies (e.g., roof repairs, mold abatement).
Capital Facilities Element
Currently structured with input from Pat Hughes and Reza.
Addresses city needs over the next 10 years.
Includes both parks and additional infrastructure assessments.
Transportation Element
Needs substantial outside assistance for detailed modeling.
Emphasizes development of multimodal transportation strategies.
Encourages biking, walking, and transit integration in planning.
Goal: Create a functional bike route plan and ensure connectivity.
Utilities Element
Simplified presentation showing locations of essential services (water, sewer, electricity).
Requires mapping updates.
Economic Development Element
Goals and objectives set to encourage friendly business growth and development strategies.
Parks Element
While optional, if not updated, may reference the existing parks plan to fulfill the requirement.
Climate Change and Resiliency Element
Lead: Clayton
Funded by a $500,000 grant from commerce, focusing on climate modeling and strategic goals development for Yelm.
Establishing connections with the broader community to support climate initiatives.
