Code of Conduct for Media Broadcasters

Programming Regulations
  • Prohibited Content: No program shall air content that:
    • Derogatory Remarks: Disparages any religion, community, or promotes disharmony.
    • Obscene Material: Is pornographic, obscene, or injurious to public morality.
    • Hateful Comments: Incites hatred based on race, caste, religion, or other identity factors.
    • Defamation: Contains knowingly false or defamatory statements.
    • Violence Encouragement: Promotes violence or anti-national activities.
    • Contempt of Court: Contains contemptuous material regarding judiciary or armed forces.
    • Cultural Values Violations: Goes against moral and cultural values.
    • Crime Glorification: Glorifies crime or criminals.
    • Child Protection: Special care for children’s programs against objectionable content.
    • Family Sanctity: Respects the sanctity of home and marital harmony.
    • Fair Reporting: Ensures fair accounts of parliamentary proceedings, respecting expunged materials.
Advertisement Regulations
  • General Guidelines: Advertisements must comply with the law and not offend morality or religious sentiments.
  • Prohibited Advertisements: No ad shall:
    • Sedition or Violence: Support acts against national integrity or promote violence.
    • Legal Violations: Contradict Constitution or laws of Pakistan.
    • Incitement to Crime: Encourage illegal actions or disorder.
    • Adultery and Alcohol: Glorify non-Islamic values, adultery, or liquor.
    • Misrepresentation: Distort historical facts or personalities.
    • Social Inequality: Promote class, racial, or sectarian hatred.
    • Home and Family Decency: Disrespect home, family, or marital serenity.
    • Religious or Political Bias: Contain unqualified political or religious content.
    • Indecency: Employ vulgar or offensive themes.
    • Health Claims: Avoid misleading health claims about products.
  • Children's Advertising: No direct marketing to children encouraging brand purchases.
  • Ad Distinction: Must be clearly distinguishable from programs, not masquerading as news or documentary.
