Realizing that the poll tax and literacy tests prevented many whites as well as African Americans from voting, southern state legislatures decided to pass grandfather clauses_________________________ which would only limit African Americans from voting in the South.

Charles Sumner was a U.S. Senator from Massachusetts, while Thaddeus Stevens, the more extreme of the two men, was a member of the House of Representatives from Pennsylvania.
