JENDELA (Pelan Jalinan Digital Negara) Phase 1 Concluding Report
Overview
JENDELA (Pelan Jalinan Digital Negara) was launched in September 2020 to improve digital infrastructure and services in Malaysia.
Phase 1 concluded in December 2022, focusing on optimizing existing resources for mobile and fixed broadband.
Phase 2 (2023-2025) will expand 5G network services nationwide.
Aims by the end of the five-year plan:
Fibre connection for 9 million premises.
100\% Internet connectivity for populated areas.
Mobile broadband speed increased to 100 Mbps (average).
Commitment to build robust digital infrastructure is vital for Malaysia’s digital transformation and bridging the digital divide.
Key Achievements of Phase 1 (ending 2022)
Exceeded initial targets despite challenges like terrain, material shortages, and pandemic-related delays.
7.74 million premises passed with gigabit speed.
96.92\% 4G coverage in populated areas.
116.03 Mbps average mobile broadband speed.
839 sites completed via Satellite Broadband (BWA).
5G rollout and satellite connectivity were brought forward from Phase 2 to Phase 1.
Refarming of the 3G spectrum for better 4G coverage.

JENDELA and Garis Panduan Perancangan Infrastruktur Komunikasi (GPP-I) presented at the Mesyuarat Majlis Perancang dan Fizikal Negara (MPFN) - 27 Oct 2020.
JENDELA, GPP-I, and Telecommunications as 3rd Public Utility approved in Mesyuarat Majlis Negeri dan Kerajaan Tempatan (MNKT) - 19 Feb & 27 Sept 2021.
Endorsement of ‘Telecommunications as a Public Utility’ by The Cabinet - 3 Mar 2021.
UBBL 1984 amendment that includes the use of new G20 form approved by MNKT - 14 Mar 2022.
JKT sent a letter to SUK of 11 states in Semenanjung and KSU Kementerian Wilayah Persekutuan (KWP) to gazette the approved UBBL amendment - 2 June 2022.
Establishment of Jawatankuasa Penyeragaman Kos Caj dan Fi Pembangunan Infrastruktur Komunikasi approved by Mesyuarat Menteri Besar dan Ketua Menteri (MBKM) - 28 June 2022

JENDELA Targets and Guiding Principles
Phase 1 targets:
7.5 million premises passed with gigabit speed.
96.9\% 4G coverage in populated areas.
35 Mbps mobile broadband speed.
Phase 1 also included:
Retirement of 3G networks by end of 2021.
Satellite Connectivity to improve mobile coverage in remote areas.
JENDELA Map made available to the public in July 2021.

Policy Support & Harmonisation:
Blanket approval by States and PBTs (based on commencement of USP sites).
Access to Federal-owned lands and buildings to develop digital infra.
Digital infrastructure to be planned, deployed, and treated as a public utility.
Standardisation of electricity tariff for communications service based on industrial rates.

Mobile broadband speed of 116.03 Mbps.
Digital Infrastructure Enhancement
Monitoring key components: fiberisation of premises, upgrade of base stations, and new mobile towers built.
Overall Digital Infrastructure Performance (Sept 2020 – Dec 2022)
Premises Passed with Fibre Connectivity: 2,780,580. Target: 2,708,345 (102.7\%).
Base Station Upgrades to 4G Technology: 37,977. Target: 38,029 (99.9\%).
New 4G Towers: 1,778. Target: 1,923 (92.5\%).
Satellite Connectivity: 839 locations.
Performance for Premises Passed with Fibre Connectivity
Industry players fiberised 2,780,580 premises (102.67\%) against a target of 2,708,345.
Most service providers overachieved, except Maxis (permit approval delays) and Celcom Timur (building readiness).
Performance for Base Station Upgrades
37,977 base stations upgraded (99.86\% of the original target).
Delays due to local authority approvals and access to USP sites.
Performance for 4G New Towers
1,778 new 4G towers constructed (92.46\% of the target).
Digi and Celcom did not achieve targets due to local authority approval delays.
Access via Satellite
839 locations across eight states completed.
5G Rollout Performance
DNB achieved 47.1\% coverage in populated areas against a target of 37.9\% as of December 31, 2022.
Point of Presence (PoP) Phase 1
274 PoP achieved out of a target of 294.
KKD revised the target due to budget allocation changes.
Addressing Issues and Challenges
MCMC supports the industry in addressing challenges through policy coordination with state authorities.
Issues settled:
Recognition of communication infrastructure as a public utility.
Adoption of Garis Panduan Perancangan Infrastruktur (GPP-I) at State.
Communication Infrastructure Permit Management (CIPM) system.
Establishment of Majlis Digital Negeri or Jawatankuasa Infrastruktur Negeri.
Establishment of Jawatankuasa Khas Penyeragaman Kos Caj dan Fi Pembangunan Infrastruktur Komunikasi.
Consumer Complaints
64,020 network complaints received in 2022, a significant reduction from 2021 (200,675).
Complaints dominated by cellular services and 4G quality.
Efforts to Reduce Complaints and Improve Broadband Service Quality
Quality Check: Appointment of consultant to undertake the quality assessment.
Traffic Monitoring: Monitor traffic utilisation and planning for capacity improvement or changing traffic routes.
Awareness: Continuous awareness to educate the consumers i.e. migration to 4G services, use of device that support 4G VoLTE, understanding of packages which has certain limitation especially on speed.
JENDELA Map Enhancement
Coverage map for the public to check fixed and wireless broadband coverage.
Users can submit feedback on connectivity issues.
Provides details about Pusat Ekonomi Digital (PEDi) and other places of interest.
Integration with ADUAN System.
JENDELA Success and Future (Phase 2)
JENDELA has met Phase 1 objectives by bridging the digital divide.
Phase 2 (2023-2025) will focus on:
Internet coverage for the remaining 3\% of the populated area.
Expanding gigabit access to 9 million premises nationwide.
