Fenomena ini berlaku kerana bandar mempunyai kepekatan tinggi bangunan dan jalan raya yang menyerap dan menahan haba pada siang hari serta melepaskannya perlahan-lahan pada malam hari. Kekurangan tumbuh-tumbuhan memburukkan lagi kesan ini, kerana tumbuhan menyejukkan udara melalui proses evapotranspirasi. UHI boleh meningkatkan penggunaan tenaga untuk penyejukan, memperburuk pencemaran udara, dan membahayakan kesihatan, terutamanya bagi golongan rentan.
