Selfish behaviour is reinforced by a capitalist society.
Government and State
Power and authority lie in the hands of the elite few. Therefore, widespread dissatisfaction or reform is rare because each institution is trying to preserve the status quo and itself.
Chomsky would be in favour of the erosion of state institutions as he believes governments try to organise society to benefit the establishment but he recognises the need for state regulation.
