General Requirements 071.01

01.00 ICAO Annex 6
  • Operational Procedures cover aircraft operation in commercial air transport.
  • These regulations are grounded in ICAO standards and modern practices.
  • Regular updates are essential for compliance but are not reflected in this book.
01.01 Definitions
  • Alternate Aerodrome: An aerodrome to which an aircraft can proceed when it cannot land at the intended destination. Includes:

    • Take-off Alternate: An aerodrome usable shortly after takeoff if landing at the departure airport becomes impossible (e.g., bad weather).
    • En route Alternate: An aerodrome usable during the flight if abnormalities occur.
    • Destination Alternate: An aerodrome to which the aircraft proceeds when landing at the intended aerodrome is inadvisable.
  • Flight Time (Aeroplanes): Total time from when an aircraft starts moving for takeoff until it stops after landing.

01.02 Applicability
  • Part I applies to aeroplane operation by authorized international commercial air transport operators. It includes compliance with national laws and operational certifications required by ICAO.
01.03 General Requirements
  • Operators must establish procedures that meet legal, safety, and operational standards. Flight safety management systems (SMS) must be in place to identify and manage risks effectively.
02.00 Operational Requirements
  • Establish operational procedures and ensure compliance with flight data analysis programs and safety management requirements.
02.01 Applicability to CAT Operations
  • Operators must comply with all regulations regarding their operations, including equipment and crew qualifications required for their specific types of operation.
02.02 General Operator Responsibilities
  • Operators must maintain operational control and ensure safety protocols during all phases of flight. Regular training and compliance checks for crew and ground staff are mandatory.
02.03 Operator Certification and Supervision
  • Each operator requires an air operator certificate (AOC) issued by the relevant authority, ensuring they can conduct safe operations. Compliance with maintenance and operational standards is critical.

Special Operational Procedures 071.02

01.00 Operations Manual
  • An operational manual must be created and maintained that details all necessary operational procedures.
01.01 Operating Procedures
  • Operators must ensure that all procedures comply with regulatory standards. They must be user-friendly and accessible to all personnel.
02.00 Icing Conditions
  • Procedures must be in place for de-icing and anti-icing operations. The clean aircraft concept dictates that no takeoff occurs with frost or ice on critical surfaces.
02.01 On Ground De-Icing / Anti-Icing Procedures
  • De-icing: Removal of ice from surfaces. Anti-icing: Prevention of ice formation.
    • Icing can affect lift and increase stall speed.
03.00 Bird-Strike Risk
  • Bird strike information is crucial for flight planning. Operators must assess wildlife hazards around aerodromes and have measures in place to minimize bird strike risks.
04.00 Noise Abatement
  • Operators are required to follow prescribed noise abatement procedures to minimize disruption near airports. Specific procedures include the use of defined departure and arrival paths.
